Project Overview
The Ontario Court of Justice has prioritized redesigning the internal website to meet modern accessibility standards, improve information access and organization, and lay the technological foundation that could better support multi-device compatibility (tablets, laptops) in the future, ultimately contributing to a more responsive, user centric, and accessible website experience.
Qualifications & Requirements
REQUIRED:
- Must be able to work 5 days onsite per week in Toronto
- At least 4 years of experience
- Experience in analysis, development, design, testing and implementation of enterprise websites
- Hands on experience with standard web programming environments such as: HTML5, CSS3, JavaScript, PHP, and JavaScript Web frameworks (NodeJS, React, Vue, Angular).
- Experience with Open Source software initiatives such as: Linux, WordPress, WordPress Plugins, Drupal, Lucene-based search engines (Solr, Elasticsearch), Git, Apache.
- Experience in interface design, implementation, and testing
- Experience designing, creating websites for multiple languages and audiences
- Experience in accessibility testing and knowledge of accessibility principles and internationally recognized guidelines (WCAG 2.1 Level AA (or above) standards)
NICE TO HAVE:
- Experience with content creation and driving content strategy
- Awareness of emerging trends and directions in web and their application within the Government framework
- Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards
- Experience in standard web programming environments such as: HTML5, CSS3, XML, JavaScript, JavaScript Web frameworks (NodeJS, React, Vue, Angular), PHP, and MDBootStrap.
- Experience and implantation of responsive website design techniques to ensure content can be viewed on different platforms and screen sizes
- Familiarity with LAMP software stack and common variations
- Experience in migrating sites among various technology platforms
- Experience in Windows Server platforms, Internet Information Services (IIS) and related web hosting software(s), and configurations
- Experience in Azure Web Services including WordPress as a Service, database as a service.
- Knowledge and use of interactive design principles and using industry tools such as Figma, Sketch, InVision, Adobe InDesign, Illustrator, Photoshop, Zeplin and OmniGraffle
- Knowledge of best practices for responsive web design
- User Experience Designer Skills
- Proficiency with recognized methodologies for usability testing
- Ensure all-around consistency (style, fonts, images, and tone)
- Information Architect Skills
- Experience in leveraging AI tools such as GitHub Copilot to accelerate coding deliverables.
- Proficiency in constructing/implementing information architecture for sites
- Experience in developing metadata templates for sites
- Creating content using a variety of methods including blogs, presentations, animations, web graphics, videos and social media content
- Inventory of sites and content mapping to new templates
- Application Architect Skills
- Knowledge and experience with current web technologies and open source and cloud architectures, such as open source content management solutions (e.g. WordPress, various Search engines and web development frameworks and APIs), including design criteria, security and recovery procedures, code management and deployment practices, as well as experience in the development/ preparation of technical specifications for installation, testing frameworks, and performance of integrated, multi- service systems.
- Knowledge of PHP, Java, JavaScript, Angular, Node, MySQL, MongoDB, Drupal, Twig, and Elasticsearch
- Assess performance and capacity of existing systems and make architectural recommendations for improving performance; and to develop/prepare technical documentation and architectural artefacts.
- Experience applying industry web and security standards and best practices
- Knowledge of business planning and websites within the OPS
- Knowledge and use of Agile project management platforms such as Azure DevOps environment.
- Ability to work with multiple stakeholders
- Knowledge of the Government of Ontario web standards (Ontario Design System), governance, and legislative framework
- Experience in converting variable source document formats into accessible content
- Experience in editing content
- Strong communication skills to participate in team discussions, make solution recommendations and document/explain work, and provide training to technical/business users
- Ability to work in a multidisciplinary team environment, to sell your ideas to colleagues, both technical and non-technical
- Demonstrated the ability to get buy-in from a team to implement new and improved ways of doing things
EVALUATION CRITERIA:
Technical Skills - 40 points
- Hands on experience with standard web programming environments such as: HTML5, CSS3, JavaScript, PHP, and JavaScript Web frameworks (NodeJS, React, Vue, Angular).
- Experience with Open Source software initiatives such as: Linux, WordPress, WordPress Plugins, Drupal, Lucene-based search engines (Solr, Elasticsearch), Git, Apache.
- Experience implementing role-based access control (RBAC) in an Azure environment. (Entra ID, Easy Auth).
- Knowledge and use of interactive design principles and using industry tools such as Figma, Sketch, InVision, Adobe InDesign, Illustrator, Photoshop.
- Experience implementing websites on the Azure platform, including WordPress as a Service and database as a service.
- Experience and implantation of responsive website design techniques to ensure content can be viewed on different platforms and screen sizes.

Functional Knowledge - 35 points
