Project Overview
Support the Cluster Applications Branch, Central Agencies I&IT Cluster. The position provides specialized administrative and operational support for a complex, multi-platform product environment that supports more than 10 applications across Windows and Linux operating systems, with database servers including SQL Server, Oracle, and DB2. The role ensures availability, performance, security, and recoverability of critical software systems, supporting operational needs, security requirements, incident and problem resolutions.
Key Responsibilities
- Translate technical systems specifications into working, tested applications, including developing detailed programming specifications, writing/generating code, compiling data-driven programs, maintaining, and conducting unit tests.
- Resolve and troubleshoot technical problems arising during use and operation of software packages, including technical assistance in implementation, conversion, and migrations.
- Support a complex, multi-platform environment (10+ applications), including tax management systems running on Windows and RHEL platforms.
- Perform incident and problem management, performance tuning, backup and recovery, patching and related security procedures to ensure continuous availability of critical systems.
Qualifications & Requirements
REQUIRED
- Must be able to work onsite 5 days per week in Toronto or Oshawa.
- Solid and current programming knowledge (ideally including a knowledge of Java)
- Experience with low-code platforms (ie Power Apps)
- Full understanding of the use of Azure DevOps
- Solid understanding of server operating systems (Windows & Linux)
- Assess and test Change Requests (CRQ) with technical content and update as necessary
- Ability to provide user and system documentation as required
- Ability to conduct user experience research and translate user stories into viable product enhancements
- Excellent analytical, problem-solving and decision making skills; verbal and written communication skills; interpersonal and negotiation skills
NICE TO HAVE
- Knowledge and experience with programming Internet-ready applications
- Knowledge and experience in rapid application development (RAD) methodologies
- Knowledge and understanding of Information Management principles, concepts, policies and practices
- Experience with middleware and gateways
- Experience reviewing, analyzing, and modifying product installation scripts including encoding, testing, debugging
- Ability to provide post-implementation support and resolve any post-implementation technical issues
- Experience conducting design walkthrough sessions with project team
- Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards
EVALUATION CRITERIA
Technical Knowledge and Experience - 50%
- Solid and current programming knowledge (ideally including a knowledge of Java)
- Experience with low-code platforms (ie Power Apps)
- Full understanding of the use of Azure DevOps
- Solid understanding of server operating systems (Windows & Linux)
- Performance Tuning - must have the ability to diagnose and optimize queries, indexes, and server performance
- Backup & Recovery - must understand the relevance and processes involved
- Multi DBMS Knowledge - must have a solid working knowledge of Oracle 19c, DB2/Windows
- Experience with Windows and Linux-based technologies
- Experience with middleware and gateways
- Experience in application monitoring and support
- Experience in middleware software installation, configuration, tuning and administration, as well as experience with application development
- Experience with change management and release management as processes supporting the implementation of large applications
- Experience in structured methodologies for the design, development, implementation and maintenance of applications
- Ability to analyze and solve data integrity, security, configuration and recovery issues
- Assess and test Change Requests (CRQ) with technical content and update as necessary
- Ability to participate in release promotions/implementations and patching
- A team player with a track record of meeting deadlines
- Provide end-to-end solution design, development, and unit testing, along with recommendations to achieve business outcomes aligned with business requirements, the Cluster reference architecture, and Ministry-specific objectives.
- Collaborate with stakeholders to understand business goals and support delivery outcomes.
- Experience in designing and implementing REST API integrations and best practices
- Incorporate security requirements into the design, understand and comply with OPS security standards and policies.
Communication and troubleshooting - 30%

- Collaborate with cross-functional and distributed teams, including designers, developers, architects, project managers, and QA
- Promotes industry standards and best practices with the product teams.
- Perform thorough code reviews, including unit tests and ensure high quality of the software.
- Fix defects and support other developers, testers and end users
Planning and documentation - 20%
- Write technical documentation that supports and thoroughly explains the architecture
- Deliver knowledge transfer sessions to the team on the work completed
- Produce reports and updates as required
