Project Overview
Business analysis and related support for the Integrated Divisional System (IDS) used by 1100 Ministry of Environment, Conservation and Parks (MOECP) staff to track business workflows and produce documents supporting approvals, permits, compliance and enforcement. The business analyst will work with MOECP and Land and Resources Cluster (LRC) team to document requirements, workflows, data structures and other logical diagrams related to bug fixes, and document what functionality/processes/workflows/data in IDS is still relevant to assist the Ministry's path forward (e.g. migrate, replace, decommission).
Key Responsibilities
- Provides a comprehensive range of I&IT business analysis services for clients with diverse business and technological needs.
- Interacts with business stakeholders and subject matter experts to understand their requirements through gathering, documenting, and analyzing business needs and requirements.
- Prepares and advises on business analysis policies, processes, best practices and standards.
- Leads and conducts business analysis to assess client’s business problems/opportunities and documents business requirements.
- Leads and conducts business analysis at varying levels of detail appropriate to the project and phases, aligning with OPS Unified Project Management Methodology and OPS Standard Systems Development Methodologies.
- Develops strategies, prepares business cases and cost-benefit analysis, and conducts feasibility studies for business I&IT initiatives.
- Develops sound processes for requirements gathering including JAD sessions, interviews, mockups.
- Conducts business modeling, use case modeling, conceptual and logical data modeling, process and data flow modeling, use case surveys, business rules definition and non-functional requirements definitions.
- Monitors progress, resolves problems and reports regularly to I&IT management and stakeholders.
- Develops strategies, conducts requirements gathering, developing documentation, including presentations and briefing notes and conducting stakeholder engagement.
- Uses Computer Aided Software Engineering (CASE) tools to document conceptual requirements and scope.
- Defines/clarifies requirements to clarify ambiguities and ensure stories are well-defined, prioritized, and ready for development.
- Supports the Product Owner as a bridge between product owner and development team.
- Participates in backlog refinement; prioritizes tasks, ensures alignment with business objectives.
- Supports stakeholder communication by keeping stakeholders informed on progress, changes, and issues.
- Participates/leads Sprint Ceremonies including Sprint Planning, Daily Stand-ups, Sprint Reviews, and Sprint Retrospectives.
- Validates deliverables ensuring developed features meet business needs and acceptance criteria.
- Assists in user acceptance testing (UAT) or review use cases.
- Works with business area stakeholders and IT staff to review business needs, requirements elaboration, documentation related to current state and future state.
- Conducts data analysis to uncover insights into current use of key business functions connecting to and querying Oracle databases.
- Uses tools like DevOps for backlog management and documenting requirements.
Qualifications & Requirements
REQUIRED
- Must be able to work 5 days onsite per week in Toronto or Peterborough
- Leads and conducts business analysis in order to assess client’s business problems/opportunities and documents business requirements in such a way that I&IT solutions can be determined.
- Leads and conducts business analysis at varying levels of detail appropriate to the project and phases, aligning with OPS Unified Project Management Methodology and OPS Standard Systems Development Methodologies.
- Develops strategies, prepares business cases and cost-benefit analysis, and conducts feasibility studies for business I&IT initiatives.
- Develops sound processes for requirements gathering including but not limited to JAD sessions, interviews, mockups.
- Conducts business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys; business rules definition and non-functional requirements definitions.

- Knowledge and understanding of Information Management principles, concepts, policies and practices
- Ability to translate business and data requirements into specifications sufficient for designing appropriate technology solutions
- Experience with a wide range of methods, tools and techniques for business analysis such as: business functional modelling, business event modelling, business process mapping
- Experience in structured, object oriented and agile methodologies for user requirements
- Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards
EVALUATION CRITERIA

- Experience with data analysis to uncover insights into current use of key business functions connecting to and querying Oracle databases
- Experience with tools like DevOPS for backlog management and documenting requirements - 10%
