PeopleSoft Functional/Quality Assurance Lead

Project Overview

The Workforce Information Network (WIN) system is a business-critical Ontario Public Service system based on Oracle PeopleSoft Human Capital Management (HCM) Enterprise Resource Planning (ERP) application. It maintains HR, payroll, benefit, absence management, and compensation information for approximately 68,000 OPS employees. The WIN Digital Onboarding Project will digitize manual HR/payroll processes, expand employee and manager self-service capabilities, and transition Classic+ pages to the Fluid interface.

Key Responsibilities

• Provide senior functional expertise, project leadership and coordination of activities in the functional design and delivery of the project.
• Provide functional advice to clients and team leveraging their PeopleSoft HCM functional knowledge to meet project Human Capital Management functional knowledge to meet goals and objectives ensuring efficiency.
• Provide specialized PeopleSoft HCM Functional expertise in leading the analysis, design and configuration of the Ontario Public Service (OPS) enterprise HR/Payroll system.
• Suggest opportunities to improve design and configuration of PeopleSoft modules in use.
• Lead system analysts and senior functional analysts' team for both OPS and Fee-for-service resources.
• Provide senior technical expertise, project leadership and coordination of activities in the testing of I&IT solutions - Peoplesoft PUM upgrade, Tools upgrade and turning on new features including UI changes.
• Provide technical advice to clients and leverage OPS I&IT solutions and applications to meet program/service goals and objectives ensuring efficiency.
• Provide specialized PeopleSoft HCM technical expertise in leading the testing of the OPS enterprise HR/Payroll system.
• Suggest opportunities to improve testing quality or effort.

Qualifications & Requirements

REQUIRED

• Must be able to work 5 days onsite per week in Toronto
• Provide senior functional expertise, project leadership and coordination of activities in the functional design and delivery of the project.
• Provide functional advice to clients and team leveraging their PeopleSoft HCM functional knowledge to meet project Human Capital Management functional knowledge to meet goals and objectives ensuring efficiency.
• PeopleSoft HCM Functional expertise in leading the analysis, design and configuration.
• Significant Knowledge of Human Resources and Payroll business functions especially as it related to the Oracle PeopleSoft 9.2+ HCM applications and integration points, e.g. fluid, PUM upgrade, PS tools upgrade, including onboarding, benefits enrolment and life event management
• Experience leading functional teams to perform analysis, design and configuration for entire project lifecycle.
• Experience leading functional tests, system integration, load, performance, user acceptance, and payroll parallel testing for the PeopleSoft HCM application
• Experience with quality assurance principles, practices, tools and structure methodology, including defect tracking and handling.
• Excellent analytical, problem-solving and decision-making skills; organizational, creativity and perseverance skills; verbal and written communication skills; and interpersonal skills.
• Should have a minimum of 5+ years of functional lead experience and 5+ years of experience as a QA.

NICE TO HAVE

• PeopleSoft HCM Functional expertise in leading the analysis, design and configuration of the Ontario Public Service (OPS) enterprise HR/Payroll system or at a Public Service client.
• Knowledge and understanding of Project Management’s Institute’s Project Management Body of Knowledge
• Knowledge and understanding of Information Management principles, concepts, policies and practices
• Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards

EVALUATION CRITERIA

• Significant Knowledge of Human Resources and Payroll business functions especially as it related to the Oracle PeopleSoft 9.2+ HCM applications and integration points, e.g. fluid, PUM upgrade, PS tools upgrade, including onboarding, benefits enrolment and life event management - 30%
• Experience leading functional teams to perform analysis, design and configuration for entire project lifecycle - 25%
• Experience leading functional tests, system integration, load, performance, user acceptance, and payroll parallel testing for the PeopleSoft HCM application - 20%
• Experience with quality assurance principles, practices, tools and structure methodology, including defect tracking and handling - 15%
• Excellent analytical, problem-solving and decision-making skills; organizational, creativity and perseverance skills; verbal and written communication skills; and interpersonal skills - 10%
