Project Overview
The Ministry of Finance is responsible for tax administration across the province. CAC, in partnership with MOF, is supporting a confidential, secure, web-based interactive tax analysis system. The resource will support Statements of Work (SOW) 1-5 to design, develop, implement, test and rollout the PTAS solution.
Key Responsibilities
- Provides a comprehensive range of I&IT business analysis services for clients with diverse business and technological needs.
- Interacts with the business stakeholders and subject matter experts to understand their requirements through gathering, documenting, and analyzing business needs and requirements.
- Prepares and advises on business analysis policies, processes, best practices and standards to promote a comprehensive and consistent business analysis practice within the organization.
- Leads and conducts business analysis in order to assess client’s business problems/opportunities and document the business requirements in such a way that technology solutions can be determined. Applies re-engineering concepts to promote business improvements through alternative, cost effective service delivery approaches.
- Leads and conducts business analysis at varying levels of detail, appropriate to the project and phases of project, aligning with OPS Unified Project Management Methodology, Enterprise Architecture and Gating Process, and OPS Standard Systems Development Methodologies.
- Develops strategies, prepares business cases and cost-benefit analysis, and conducts feasibility studies for business I&IT initiatives.
- Conducts business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys; business rules definition and non-functional requirements definition for assigned projects.
- Monitors progress, resolves problems and reports regularly to I&IT management and clients’ decision makers.
- Develops performance measures for business analysis evaluation and conducts follow-up.
Qualifications & Requirements
REQUIRED
- Must be able to work 5 days onsite per week in Toronto or Oshawa
- Leads and conducts business analysis in order to assess client’s business problems/opportunities and document the business requirements in such a way that technology solutions can be determined. Applies re-engineering concepts to promote business improvements through alternative, cost effective service delivery approaches.
- Leads and conducts business analysis at varying levels of detail, appropriate to the project and phases of project, aligning with OPS Unified Project Management Methodology, Enterprise Architecture and Gating Process, and OPS Standard Systems Development Methodologies.
- Develops strategies, prepares business cases and cost-benefit analysis, and conducts feasibility studies for business I&IT initiatives.
- Conducts business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys; business rules definition and non-functional requirements definition for assigned projects.
- Have demonstrated flexibility to work within a variety of situations, applying a variety of project methodologies such as Waterfall, Iterative and Agile, and with various individuals or groups to achieve results, understand and appreciate different and/or opposing perspectives on an issue and adapting your approach to achieve best outcomes.
- Develops sound processes for requirements gathering including but not limited to JAD sessions, interviews, mock-ups, etc.
- Monitors progress, resolves problems and reports regularly to I&IT management and stakeholders; develops performance measures and traceability matrices for business analysis evaluation and conducts follow-up.
- Experienced conducting requirements gathering, developing documentation, including presentations and briefing notes and conducting stakeholder engagement.
- Experienced in the use of Computer Aided Software Engineering (CASE) tools to document conceptual requirements and scope.
- Awareness of emerging I&IT trends and technologies.
- Knowledge and understanding of Accessibility for Ontarians with Disabilities Act (AODA) and related regulations and standards.
- Excellent verbal and written communication, consultation and interpersonal skills to lead and facilitate the consulting and discussion process for projects, support in the preparation of business cases, final reports and recommendations, develop quality assurance testing plans, and lead committees and work groups.
- Experienced with relationship building and negotiation skills to liaise between clients and project teams throughout project development.
- Managed changes to requirements with clients/affected groups, ensure compliance, and secured cooperation for a course of action.
- Have hands-on experience leading and facilitating the consulting and discussion process with a variety of stakeholders for projects.
NICE TO HAVE
- Experienced in the use of information retrieval packages knowledge and understanding of Information Management principles, concepts, policies and practices.
- Ability to translate business and data requirements into specifications sufficient for designing appropriate technology solutions.
- Experience with a wide range of methods, tools and techniques for business analysis such as business functional modelling, business event modelling, business process mapping.
- Experienced in structured, object oriented and agile methodologies for user requirements.
- Experience developing performance measures for business analysis evaluation and subsequent follow-up.
- Provides a comprehensive range of I&IT business analysis services for clients with diverse business and technological needs.
- Interacts with the business stakeholders and subject matter experts to understand their requirements through gathering, documenting, and analyzing business needs and requirements.
- Prepares and advises on business analysis policies, processes, best practices and standards to promote a comprehensive and consistent business analysis practice within the organization.
- Knowledge of life cycle methodologies for systems/software development for business applications and systems specifications design; software design, development and integration; database concepts; user interface design principles; change management; quality assurance; risk management; test planning and execution; disaster/recovery planning; and business continuity planning to meet the business requirements and information needs of client ministries.
- Demonstrated experience with property tax, property assessment, municipal taxation, or tax analysis systems. Experience with Ontario's Online Property Tax Analysis (OPTA) application is considered a strong asset.
