Project Overview
Ontario’s Regulatory Compliance and Enforcement Ministries (RCEMs) deliver essential services that protect the health, safety, and well-being of Ontarians, the environment, and the economy. However, these ministries currently rely on over 100 fragmented systems, leading to duplicated efforts, inconsistent user experiences, and limited ability to share or act on compliance data. To address these challenges, the Common Compliance Management Platform (CCMP) initiative was launched as an enterprise-wide modernization effort, led by Regulatory Compliance Ontario in partnership with OMAFA, MPBSDP/Land and Resources Cluster, to streamline compliance-related processes and data management across ministries through a scalable, composable platform aligned with the OPS Service Framework and Target State Architecture.
Key Responsibilities
- Develop and implement a comprehensive change management strategy and roadmap support enterprise-wide adoption of CCMP.
- Develop stakeholder impact assessment and engagement plan.
- Develop stakeholder communication and training plans tailored to diverse audiences.
- Design and deliver communication materials (e.g., newsletters, briefing decks, FAQs) to support awareness building and understanding of CCMP objectives and progress among regulatory compliance ministry community.
- Lead stakeholder engagement and training activities across participating ministries, including conducting workshops, presentations, and training sessions.
- Collaborate with project leads and governance bodies to align change management efforts with broader enterprise initiatives, e.g., One Window Permitting, Business Experience Platform, etc., and support governance and executive approvals.
- Monitor and evaluate change readiness and adoption across ministries, identifying risks and mitigation strategies.
- Support training and onboarding plans for ministry staff and leadership to build capacity for change.
- Work with organizations, by providing expertise, consultative advice, guidance and coaching, to build knowledge and expertise of change management principles, methodologies, and tools.
- Help leaders and teams enhance their capabilities to understand how change impacts people, the reasons why people resist change and how to support people as they transition through change.
- Be an active and visible coach to support leaders, partners and stakeholders in their role as change champions.
- Partner and work collaboratively with key roles such as project managers, business analysts, process improvement specialists, change consultants and leadership to integrate change practices at all levels of the organization.
- Develop and implement change management strategies, plans and framework.
- Lead, develop, implement and/or provide input in the development of communication plans, sponsor roadmaps, stakeholder assessments, training plan, and resistance management throughout the lifecycle of the project.
- Lead stakeholder management, including identification and analysis of key stakeholders, and the development of stakeholder engagement strategies.
- Ensure the alignment of change management activities with participating stakeholders to remove change barriers, smooth the adoption process and contribute to problem solving resulting in successful implementation.
- Ensure that clients/partners and stakeholders are actively engaged in the change, consulted with and communicated to.
- Articulate the purpose of change in a manner that makes sense to impacted stakeholders and provides a compelling picture of the new organization.
- Build consensus among clients/partners and stakeholders on specific changes designed to better meet their needs.
- Identify potential people side risks and anticipated points of resistance and develop plans to mitigate or address concerns.
- Design and conduct change readiness assessments, evaluate results, and present findings to stakeholders to plan and carry out a change management strategy.
- Administer measurement systems to track adoption, utilization, and proficiency of individual changes.
- Develop an approach to embed/institutionalize the change to sustain the benefits achieved, including knowledge transfer, performance management, continuous improvement and other related practices.
Qualifications & Requirements
REQUIRED
- Must be able to work 5 days onsite per week in Toronto
- Demonstrated experience in leading large scale enterprise-level (multi-ministry) change initiatives.
- Ability to develop and implement change strategies in multi-stakeholder environments, aligned with enterprise IT goals.
- Ability to create and execute multi-year change roadmaps for the business stakeholders
- Experience developing communication plans and craft clear, compelling materials (e.g., decks, newsletters, FAQs) for diverse audience, including executive-level communications, able to present complex ideas clearly and persuasively.
- Experience conducting workshops, briefings, and training sessions
NICE TO HAVE
- Experience identifying and assessing change impacts to the organization’s business processes and technology solutions to drive business and people adoption
- Experience leading medium to large transformational change projects
- Experience working with project leads to apply a structured change management approach and methodology for the people side change across for assigned initiatives
- Experience understanding the program/project and related change management issues by identifying key stakeholders and how they will be impacted by the change
- Experience developing actionable and targeted change management plans that include communications, coaching, training, sponsorship and/or other resistance management activities
- Experience defining and measuring success metrics and monitor change progress to track adoption, utilization and proficiency related to changes
- Experience managing the change management process, and applying change management best practices to support the project or initiative
- Experience coordinating efforts with other subject matter experts, including communications specialists, training specialists, and human resource consultants during implementation
- Ability to influence others, at all levels within the organization, and move towards a common goal
EVALUATION CRITERIA
Change Management Strategy and Execution Expertise - 50%
- Demonstrated experience in leading large scale enterprise-level (multi-ministry) change initiatives.
- Experience supporting digital transformation, e.g., enterprise platform onboarding projects.
- Ability to develop and implement change strategies in multi-stakeholder environments, aligned with enterprise IT goals.
- Proven success in driving adoption and minimizing resistance in complex environments
- Experience conducting stakeholder impact assessment and readiness evaluations
- Ability to create and execute multi-year change roadmaps
Stakeholder Engagement and Communication Skills - 30%
- Strong facilitation and interpersonal skills
- Ability to build trust and consensus among diverse stakeholders including technical and non-technical audiences, e.g., ministries, clusters, and governance bodies.
- Experience developing communication plans and craft clear, compelling materials (e.g., decks, newsletters, FAQs) for diverse audience, including executive-level communications, able to present complex ideas clearly and persuasively.
- Experience conducting workshops, briefings, and training sessions
- Experience in developing and maintaining effective partnerships with leaders and stakeholders, gather organizational information, and provide strategic advice and coordination.
Governance, Performance Measures and OPS Context - 20%
- Experience supporting complex multi-organizational governance structure, and executive approval processes.
- Experience developing KPIs and metrics to assess change effectiveness
- Ability to conduct post-implementation reviews and lessons learned for continuous improvement
- Familiarity with Ontario Public Service (OPS) or similar government environments, including understanding of regulatory compliance service delivery contexts.
