Project Overview
Ontario's 19 regulatory ministries, supported by over 3,500 frontline staff, deliver essential compliance services such as licensing, inspections, monitoring, investigations, and enforcement to protect the health, safety, and well-being of Ontarians. However, these ministries currently rely on fragmented and aging IT systems that are duplicative, costly and hinders the government's ability to share data, assess risk, and deliver consistent user experiences. To address these challenges, Regulatory Compliance Ontario (RCO), the Ontario Ministry of Agriculture, Food and Agribusiness (OMAFA), and the Land and Resources I+IT Cluster (LRC) are leading the development of a Common Compliance Management Platform (CCMP). This enterprise initiative aims to define a standardized, modular, and composable technology solution for regulatory compliance services across the Ontario Public Service (OPS). The CCMP will align with the OPS Target State Architecture and support an integrated, scalable, and user-centered approach to compliance service delivery.
Key Responsibilities
- Provide Solution Architecture consulting services to support the design, development, implementation, and evolution of a common enterprise platform supporting regulatory programs (which include permitting, licencing, compliance and enforcement) for multiple businesses with a core based on Microsoft Dynamics technology and integrations with other Enterprise products and platforms.
- Lead the development of physical solution architectures for enterprise-wide compliance and enforcement platform based on Microsoft Dynamics technology, ensuring alignment with business objectives, enterprise architecture standards, security requirements, and technology modernization priorities.
- Conduct detailed analysis of the Microsoft Dynamics technology stack and existing regulatory program internal solutions to identify reusable and out of the box components, any required customizations or extensions, to support common business capabilities across multiple lines of business into one enterprise platform.
- Collaborate closely with Enterprise Architecture, Solution Delivery Teams, business stakeholders, and technical teams to translate the business specific requirements across multiple lines of business into physical re-usable components for a common enterprise platform, define platform implementation roadmap and integration requirements.
- Target-state physical solution architecture and architecture diagrams.
- Enterprise platform design for multi-business onboarding and multi-tenancy.
- Dynamics 365, Dataverse, Power Platform, Azure, security, and integration architecture specifications.
- Reusable component, data model, workflow, and service assessment.
- Integration architecture and interface requirements with enterprise systems.
- Environment, deployment, and operational architecture strategy.
- Technology decision records, standards, and design patterns.
- Phased implementation roadmap, migration strategy, and client onboarding approach.
- Architecture governance, risk assessment, and implementation support.
- Defines the structure and relationship among CRM solutions, including the identification of re-usable components, quality level metrics, the organization and layering of software, and the determination of interfaces.
- Responsibilities also include developing, implementing and managing CRM solutions in a large and distributed environment, monitor the whole system, understand all interactions between components on a given level of abstraction, as well as to define limitations and requirements for source code.
- Defines the interactions between application packages, databases and middleware systems.
Qualifications & Requirements
REQUIRED
- Must be able to work 5 days onsite per week
- Demonstrated experience in Microsoft Dynamics 365 Solution Architecture, including design, implementation, customization, and governance of enterprise-wide platforms.
- Demonstrated experience designing and implementing Microsoft Power Platform solutions, including Model-Driven Apps, Power Automate, Power Pages, and Business Process Flows
- Experience architecting and implementing Azure-based enterprise solutions, including Azure Integration Services, App Services, Functions, API Management, and cloud-native components.
- Demonstrated experience designing Enterprise - Integration Architectures and implementing scalable integration patterns across multiple business systems and platforms.
- Produce architecture deliverables including:
- Physical Architecture Diagrams
- Solution Architecture Documents
- Integration Architecture Specifications
- Security Architecture Designs
- Data Flow Diagrams
- Environment Architecture
- Leadership experience in the development and implementation of CRM solution architectures at the specified experience level
- Extensive experience with CRM applications, operating systems, environments, database technologies, programming languages and communication protocols
- Knowledge of performance considerations in different environments
- Experience in structured methodologies for the design, development and implementation of applications
- Experience with middleware and gateways
- Extensive experience in CRM applications analysis and design in large enterprise environments
- Experience in the use of development tools, Computer Aided Software Engineering ( C A S E ) tools, information retrieval packages, and other software tools such as project management software and business re-engineering software
- Experience in the use of data and process modelling methodologies, techniques and tools, including a working knowledge of metadata structures, repository functions, and data dictionaries
- Experience in developing enterprise architecture deliverables (e.g. models)
- Awareness of emerging I&IT trends and directions
- Excellent analytical, problem-solving and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills

- Experience in developing enterprise architecture deliverables (e.g. models) based on Ontario Government Enterprise Architecture methodologies, processes and practice
- Knowledge and understanding of Information Management principles, concepts, policies and practices
- Experience designing detailed functional and technical requirements for new and existing business solutions
- Experience developing enterprise architecture deliverables (e.g. models and documentation)
- Experience leading multi-tier application infrastructure design, documentation and configuration for medium or large corporate implementations
- Experience designing, developing, implementing and maintaining large complex CRM applications, workflow processes and dynamic forms

Technical Skills - 60%
- Demonstrated experience in Microsoft Dynamics 365 Solution Architecture, including design, implementation, customization, and governance of enterprise-wide platforms.

- Demonstrated experience designing and implementing Microsoft Power Platform solutions, including Model-Driven Apps, Power Automate, Power Pages, and Business Process Flows.

- Experience designing and implementing Dynamics 365 Security Models, including business units, security roles, access controls, and data segregation strategies.
- Demonstrated experience designing multi-tenant enterprise platforms supporting multiple lines of business through configurable and reusable solution components.
- Experience designing, documenting, and governing REST-based API architectures and enterprise integration standards.
- Demonstrated hands-on experience implementing and optimizing Power Automate workflows and business process orchestration solutions.
- Knowledge and experience designing external-facing and internal-facing digital solutions using Power Pages and related Microsoft technologies.
- Experience developing and governing Dynamics 365 extensions, including Plugins, PCF Controls, Custom APIs, and Azure-hosted custom components.
- Demonstrated experience in Enterprise Data Architecture, including common data models, data integration, migration strategies, and information governance.
- Knowledge and experience in Cloud Security Architecture and Identity & Access Management (IAM), including Microsoft Entra ID, role-based access controls, and enterprise security best practices.
- Demonstrated experience establishing architecture standards, reusable design patterns, technology roadmaps, and solution review processes.

- Demonstrated experience leading stakeholder consultations with business, architecture, security, and technical teams to define and validate solution requirements and architecture approaches.
