Project Overview

The Health Card Linguistic Identifier Project (HCLIP) will deliver a secure, standalone digital portal enabling Ontario residents to update their Official Language of Preference (OLP), with updates written directly to the Registered Persons Database (RPDB). The initiative addresses current gaps where OLP updates are manual and inconsistent, resulting in underreporting and limited ability to support French-language service delivery. This initiative aligns with the HSC operational plan and Ministry priorities for improving service accessibility, data accuracy, and compliance with the French Language Services Act (FLSA).

Key Responsibilities

• Ensure Accessibility standards are met (AODA).
• Developing and maintaining system design models, program codes, technical documentation, and specifications.
• Ensure development of application solution is implemented and in accordance with the business requirements.
• Designing, developing and implementing web applications that work across modern browsers and various platforms and mobile devices.
• Conducting research and assessment of options for technical design issues.
• Contributing to design/development project plans, including work breakdown and resources estimates.
• Assist with data validation testing.
• Assist and ensure unit testing meets expected functionality requirements.
• Support User acceptance testing, defect management, resolution.
• Ensuring compliance with architecture framework and system standards, and Agile Development Methodology.
• Leading-edge technologies, design criteria including usability, security, and privacy for web and mobile applications.
• Knowledge transfer and create documentation as prescribed by the Project Manager and Manager.

Qualifications & Requirements

REQUIRED

• Must be able to work 5 days onsite per week at multiple locations (Toronto and Kingston).
• Experience with relational database technologies (MS SQL 2019 and later), data modelling, T-SQL, stored procedures, tables/views, query optimization
• 3+ years experience with development of Azure Cloud services including API Management, Azure Container Apps, Azure Kubernetes Service, Azure Data Factory, Azure SQL Database, Azure Entra ID.
• 5+years experience with Git (GitHub, DevOps) and issue tracking systems.
• 3+ years experience building CI/CD DevSecOps pipelines in DevOps including GitHub, Testing tools, Automated deployment, automated security scanning, and dependency scanning.
• Experience with the privacy and security requirements or software development in a health context, or equivalent.
• Demonstrated experience with data querying (SQL), data integration (ETL/ELT), and supporting analytics/reporting solutions in an enterprise environment

EVALUATION CRITERIA

Technical Skills - 50%

• Experience in structured methodologies for development, design, implementation and maintenance of multi-tiered Web based, Client/Server and mobile applications
• Experience with J2EE and container Java (Jakarta), MVC, JavaScript/JQuery, XML/XSL, JSON, JPA/Hibernate, Web Services (SOAP/XML, REST), and API design.
• Experience with relational database technologies (MS SQL 2019 and later), data modelling, T-SQL, stored procedures, tables/views, query optimization
• Experience with Azure cloud on-prem data sync using Azure Data Factory pipelines.
• 3+ years experience with development of Azure Cloud services including API Management, Azure Container Apps, Azure Kubernetes Service, Azure Data Factory, Azure SQL Database, Azure Entra ID.
• 5+years experience with Git (GitHub, DevOps) and issue tracking systems.
• 5+ years experience with one or more communications protocols (HTTP, TCP)
• Experience with making Application accessibility compliant (AODA)
• 3+ years experience building CI/CD DevSecOps pipelines in DevOps including GitHub, Testing tools, Automated deployment, automated security scanning, and dependency scanning.
• 2+years experience with Microservices architecture including Restful API development, fault tolerance, discoverability, observability.
• 3+ years experience building secure web applications and web services/microservices involving TLS, mTLS, RBAC or ABAC, synchronous or asynchronous cryptography, zero-trust security architecture, SAML or OAuth security tokens.
• Experience with containers-based architecture like Docker, orchestration engine like Kubernetes.

Core Skill and Experience - 30%

• 10+ years experience with Solutions development.
• Experience with the privacy and security requirements or software development in a health context, or equivalent.
• IT project experience involving PHIPPA, FIPPA policy adherence.
• Demonstrated knowledge of leading technical design, security and recovery procedures for application development.
• Experience with relational and hierarchical database technologies.
• Demonstrated experience with data querying (SQL), data integration (ETL/ELT), and supporting analytics/reporting solutions in an enterprise environment
• Experience in producing reports and conducting unit testing and application integration testing.
• Experience with one or more communications protocols.
• Experience in creating Architecture Artefacts(data models, deployment models, component models) based on OPS standards.
• Experience in a variety of IT project methodologies (waterfall, Agile, Extreme Programming).
• Experience in production environment troubleshooting and tuning to improve application performance
• Knowledge and understanding of Information Management principles, concepts, policies and practices

General Skills - 15%

• 5+ years of experience working with federal/provincial/broader public-sector
• Knowledge of OPS Enterprise Architecture artifacts (or similar), processes and practices, and ability to produce technical documentation that comply with industry standard practices

Public Sector Experience - 5%

• 5+ years of experience working with federal/provincial/broader public-sector
• Knowledge of Public Sector Enterprise Architecture artifacts (or similar), processes and practices, and ability to produce technical documentation that comply with industry standard practices
• Knowledge of industry standard such as Project Management Institute (PMI) and Public Sector I&IT project management methodologies.
• Knowledge and experience with Public Sector Health related projects
• Knowledge and understanding of Ministry policy and IT project approval processes and requirements
• Experience adopting and adhering to Public Sector Unified I&IT Project Methodology, Public Sector Enterprise Architecture and Public Sector Gating process, and Public Sector Standard Systems Development Methodologies
• Experience with large complex IT Health-related projects
