Project Overview

Primary Care Attachment Repository (PCAR): A centralized digital solution designed to capture and maintain the attachment status of all OHIP-eligible Ontarians. PCAR will enable improved system-level planning and facilitate better access to primary care services. This initiative is part of the Primary Care Action Plan, supporting the government’s goal of ensuring that every Ontarian is connected to primary care.

Key Responsibilities

Responsible for managing the interchange of data between the server and the users.
Required to translate technical systems specifications into working, tested applications. This includes:
developing detailed programming specifications
writing and/or generating code
compiling data-driven programs
maintaining, and conducting unit tests
Resolves and troubleshoots technical problems which arise during the use and operation of software packages, including technical assistance in implementation and conversion.
Facilitating IT development, design, construction, testing, promotion, implementation of web-based/n-tier, cloud-based and mainframe applications for workstreams.
Responsible for development utilizing a combination of cloud technologies to develop an integrated solution for online transactional processing and integration
Responsible for in integration of any Open Source Software (OSS) products into new and existing systems
Creation and walk-through of Systems Response documents, Technical Specifications, Application Inventory, and Implementation Plans.
Preparation of test plans, test data, and unit-testing of programs.
Preparation of implementation plans and promotion of programs.
System Support/Documentation
As assigned, response to client queries and troubleshooting of production incidents.
Conduct/participate in design walkthroughs as well as test case and test results walkthroughs.
Support testing of the changes by other team members.
Weekly reporting on status, progress, and key issue/concerns as directed by the Project Lead/Project Manager or Portfolio Manager.
Transfer skills and knowledge to selected OPS staff.

Qualifications & Requirements

REQUIRED

Must be able to work 5 days onsite per week
Minimum 8+ years of hands-on experience in cloud application development and engineering
Demonstrated recent expertise in Microsoft Azure (App Services, Azure Functions, AKS), containerization (Docker, Kubernetes/OpenShift), and DevOps/automation tools (Azure DevOps, Jenkins, Ansible, CI/CD pipelines), including building and integrating scalable, cloud-native enterprise solutions
Demonstrated experience in enterprise cloud architecture, security (IAM, encryption, compliance), data engineering (ETL/ELT, Azure data services), observability (monitoring/logging), and advanced DevOps/DevSecOps practices, including API-driven integration, CI/CD pipeline design, and scalable, high-availability
Expert in one or more programming languages (Java, Python, SQL, JavaScript/TypeScript with Node.js) with hands-on experience designing, developing and integrating RESTful APIs
Experience in structured methodologies for the design, development, implementation and maintenance of applications

EVALUATION CRITERIA

Technical Skills - 50%

Minimum 8+ years of hands-on experience in cloud application development and engineering
Demonstrated recent expertise in Microsoft Azure (App Services, Azure Functions, AKS), containerization (Docker, Kubernetes/OpenShift), and DevOps/automation tools (Azure DevOps, Jenkins, Ansible, CI/CD pipelines), including building and integrating scalable, cloud-native enterprise solutions

Experience with middleware and gateways
Experience reviewing, analyzing, and modifying product installation scripts including encoding, testing, debugging
Ability to provide post-implementation support and resolve any post-implementation technical issues
Experience conducting design walkthrough sessions with project team
Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards
Ability to provide user and system documentation as required
Experience in programming and analysis; specialized software package support at the specified experience level
Ability to collaborate with IT Professionals throughout the Software Development Life Cycle
Experience in structured methodologies for the development, design, implementation and maintenance of applications
Experience in design, code, test, debug and document applications
Experience in the use of object and/or third generation language development tools
Expert in one or more programming languages (Java, Python, SQL, JavaScript/TypeScript with Node.js) with hands-on experience designing, developing and integrating RESTful APIs

Experience with relational and hierarchical database technologies
Experience in the use of information retrieval packages using query languages
Experience with one or more communications protocols
Experience in structured methodologies for the design, development, implementation and maintenance of applications
Experience eliciting and documenting information from diverse business area stakeholders and subject matter experts
Knowledge and experience with developing all server-side logic, definition and maintenance of the central database, and ensure high performance and responsiveness to requests from the front-end
Knowledge and experience with front-end technologies
Knowledge and experience to integrate the front-end elements into the application

Analytical Skills - 30%

Analysis of business requirement documents and liaison with clients
Experience adopting and adhering to unified I&IT project management methodologies, enterprise architecture and gating frameworks, and standard systems development methodologies
Respond to client queries and troubleshooting of production incidents
Proven and demonstrable troubleshooting and analytical experience

Communications Skills - 15%

Strong verbal and written communications skills
Strong Interpersonal and negotiation skills
Strong consulting skills to engage with all stakeholders
A demonstrated team player with a track record for meeting deadlines
Demonstrated success in working productively with business clients, developers, and technical specialists such as DBAs, web administrators, etc.
Demonstrated experience reporting status, progress, and key issue/concerns to project managers and leads

Public Sector Experience - 5%

Experience working in the public sector on a mid-tier cloud and/or legacy platform
