Key Responsibilities
- Provide project management on large scale, complex, high profile and high risk OPS I&IT initiatives
- Ensure project deliverables meet clients’ business requirements on time, within scope and budget, and comply with OPS project management methodologies and frameworks
- Lead organizational development, strategy development, business planning, and Ministry funding requests
- Gather and develop requirements to create and maintain a detailed project schedule and/or integrated plan
- Monitor and forecast project costs and provide reporting and input to ensure targets are met
- Develop and manage project schedules, deliverables, and scope
- Promote I&IT project management best practices and adherence to standard methodologies
- Direct project teams to ensure deliverables are delivered on time and adhere to government and ministry standards
- Coordinate and monitor project processes and develop/communicate guidelines and procedures
- Source, select and onboard team members; clarify roles and responsibilities; set task/deliverable/performance expectations
- Resolve resourcing and interpersonal conflicts; negotiate changes to resourcing; ensure knowledge sharing among team members
- Develop complex project budgets based on multiple funding channels and cross-ministry dependencies
- Manage large project budgets with fiscal control and accountability including estimates, forecasts and reconciliation/confirmation of actuals
- Identify potential risk events and issues and develop mitigating strategies
- Articulate and prioritize issues and risks at senior executive levels and recommend mitigation strategies
- Establish and participate in steering committee and stakeholder forums
- Provide project/program/portfolio reporting to multiple stakeholders at senior executive levels
- Apply change management strategies to overcome resistance to change across project stages (concept through close-out)
- Promote OPS I&IT standards and best practices to facilitate system quality control, adherence to methodology, and control of I&IT resource usage
Qualifications & Requirements
REQUIRED
- Must be able to work 5 days onsite per week
- Strong understanding of Siebel functionalities, features, terminologies, work breakdown structure, data structure, components, and dependencies
- Expert understanding of Siebel resource skills, roles and responsibilities
- Experience in project planning, management and monitoring across all phases of concurrent I&IT projects using multiple technologies and methodologies
- Experience creating and tracking project progress, project decisions and notes, risk log, and change management
- Experience managing and coordinating stakeholders and project resources, assignments and progress
- Experience in change management for I&IT project implementation including documenting changes, providing options, estimating impact, and seeking approval/direction from the project executive
- Technical knowledge to assess and question effort estimates and identify risks/issues inherent in selected technology, approach, and applicable OPS procedures/policies including project architecture, gating and security
NICE TO HAVE
- Knowledge of OPS I&IT project management governance and methodologies
- Experience with public sector I&IT project change management
- Experience with Public Sector Transfer Payment (Grant) Model
EVALUATION CRITERIA
I&IT Project Management Knowledge and Experience - 40%
- The candidate must possess a strong understanding of Siebel functionalities, features, terminologies, work breakdown structure, data structure knowledge, components, dependencies, etc.
- The candidate must possess an expert understanding of Siebel Resource skills, roles and responsibilities.
- The candidate must be able to have good communication skills not only with Business stakeholders, Project Leadership but also with the Siebel and IT technical resources.
- Experience in project planning, management and monitoring experience related to all phases of concurrent I&IT projects using multiple technologies and methodologies
- Experience in creating and tracking the project progress, project decisions and notes, risk log and change management
- Experience in managing and coordinating different stakeholders and project resources, assignments and progresses
- The candidate should be detail-oriented, able to work under pressure and has a keen ability for prioritization of issues.
- Technical knowledge and experience to assess and question effort estimates provided by team resources and identified risks and issues inherent in the technology selected, the approach taken and OPS procedures and policies that apply including project architecture, gating and security
Change Management Skills and Experience - 30%
- Experience in change management from I&IT project implementation including documenting changes, providing options, estimating impact and seeking approval or direction from the project executive.
- Team building and leadership skills in order to engage the project team and ensure collaboration and focus on achieving project deliverables
Communication and Interpersonal Skills - 25%
- demonstrated interpersonal and consultation skills to communicate project deliverables and build strong project teams and client relationships
- demonstrated written and verbal communication skills to resolve problems and design/deliver presentations, proposals and business cases.
- strong negotiation skills to negotiate project scope, approach and outcomes that meet business needs and help the client make decisions that will get the solution delivered when they need it.
Public Sector Experience - 5%
- knowledge of the OPS I&IT project management governance and methodologies would be an asset
- Experience with public sector I&IT project change management would be an asset
- Experience with Public Sector Transfer Payment (Grant) Model would be an asset
