Business Analyst

Project Overview

The Ministry is undertaking the Oversize/Overweight (OO) System Replacement Discovery & Alpha project to replace the existing OO system. The work supports project design, implementation, and testing activities in collaboration with the project team, solution delivery vendors, and other stakeholders.

Key Responsibilities

• Provide support during the design, implementation and testing phases of the project
• Report progress regularly to Project Management, raise issues/concerns, and propose mitigation strategies
• Lead and/or participate in teams developing solutions within the Transportation Safety Division
• Conduct feasibility analysis, project scoping, and provide project work estimates
• Conduct Joint Requirements Planning and Joint Application Design sessions
• Analyze and map processes/data for current state and future state
• Perform requirements elicitation, elaboration, analysis, specification, and validation
• Use mandated requirements management tools and templates
• Review and provide feedback on technical design documents
• Conduct and/or participate in walkthroughs at each project milestone
• Produce business cases and request-for-bid documentation
• Develop business requirements and business rules
• Create business process models
• Produce system requirements specifications
• Develop business/data glossary
• Create business and system use cases
• Create user epics, stories, themes, product backlog, and sprint plans
• Define data requirements and conceptual/logical data models
• Define functional and non-functional requirements
• Create requirements traceability matrices
• Produce user interface specifications and low/high-fidelity prototypes
• Produce report specifications
• Develop test plans/strategies and test cases
• Document and manage risks and issues
• Produce status reports
• Develop work plans (e.g., requirements management plan)
• Produce business-needs artefacts for enterprise architecture governance reviews (contextual and conceptual)
• Provide build and testing support to development teams
• Review test strategy, test plans, and test cases
• Manage defect logs
• Perform application testing
• Support end-user inquiries
• Define the integration test plan
• Define the user acceptance test plan
• Identify and resolve problems/issues
• Document artefacts in a shared project library
• Liaise with other project teams to coordinate project interdependencies

Qualifications & Requirements

REQUIRED

• Must be able to work onsite at 87 Sir William Hearst Ave., Toronto, Ontario and/or 301 St Paul St, St. Catharines, ON
• 8+ years of business analysis experience
• Ability to write high quality business cases, working with corporate governance bodies and navigating approvals
• Experience documenting deliverables such as functional and non-functional requirements, system requirements specifications, business requirements/rules, business process models, data requirements/models (conceptual/logical), risks and issues, business and system use cases, requirements traceability matrices, status reports, test plans/strategies, and test cases
• Excellent communication skills
• Knowledge of the Software Development Lifecycle (SDLC) and structured methodologies including agile, waterfall and iterative
• Experience with Business Object Oriented Modeling and UML tools/techniques
• Experience investigating, analyzing, and estimating system applications in large integrated mainframe and mid-tier environments
• Experience with automated system implementation in complex mainframe environments with online and batch transactions
• Experience with sprint facilitation and interpreting business needs into technical requirements
• Experience facilitating project meetings for reviews
• Experience conducting feasibility analysis, project scoping, and providing project work estimates
• Experience with requirements development (elicitation, analysis, specification, validation)
• Experience documenting user stories and managing product backlogs and sprints
• Experience reporting progress, raising issues/concerns, and proposing mitigation strategies
• Experience with Public Sector architecture and Public Sector project management frameworks, including architecture checkpoint/governance point requirements
• Experience working with legacy infrastructure hosting environments (mainframe) and supporting/transforming legacy applications using COTS products such as Oracle Siebel
• Knowledge of Public Sector applications, databases, systems, and working in accordance with Public Sector policies and procedures
• Knowledge of Public Sector Digital First strategies and Digital Service standards/assessment submissions
• Knowledge of accessibility and user-centric design compliance requirements including AODA and the Simpler, Better, Faster Services Act

NICE TO HAVE

• Experience delivering mock-ups/prototypes using advanced tools
• Experience performing industry research and making recommendations for solution improvements

EVALUATION CRITERIA

Modeling and Methodologies - 25%

• Demonstrated experience with the Software Development Lifecycle (SDLC) and methodologies such as waterfall and Agile methods with a focus on iterative development and delivery with proven ability to lead sprints.
• Demonstrated experience with Business Object Oriented Modelling, UML tools and techniques
• Demonstrated experience with Public Sector Digital Service Standard and Digital assessment processes
• Experience with the Zachman framework , Public Sector Architecture Governance Points and deliverables

Technical Skills - 15%

• Proven experience in investigating, analyzing and estimating system applications in a large integrated mainframe and mid-tier environment
• Experience with all stages of automated system implementation in complex mainframe, with online batch, and Financial reconciliation transactions
• Experience working with legacy infrastructure hosting environments such as mainframe with complex applications; Experience with supporting legacy applications and modernizing
• Demonstrated experience with implementation of business solutions using Custom off the Shelf solution implementations such as Oracle Siebel based systems and photo comparison technologies
• Ability to document requirements using story boarding utilizing tools such as Azure DevOps and Jira
• Demonstrated experience with HP ALM (Quality Center) to support test activities
• Experience with prototyping tools to deliver high quality prototypes and mock-ups
• Experience with submitting and managing project collateral (conceptual and logical) in repository tools such as PowerDesigner
• Experience with reporting tools such as Microsoft Power BI

Business Analysis Skills - 25%

• Experience with engaging business and IT stakeholders, understand requirements for new functionality or changes to existing ones and providing high level and detailed estimates
• Ability to write high quality business cases, working with corporate governance bodies and navigating approvals

• Good understanding of program & service concepts, general and best practices, business processes & rules, stakeholders & relationships, service delivery models (incl. self service / digital service), private & public partnership, etc in complex and high-impact critical Public services related to licensing, registration, permit, enforcement, safety inspection, photo identification and related fraud prevention line of businesses, services, or functional areas, in relation to I&IT application software delivery

Public Sector Experience - 5%

• Experience with Public Sector I&IT Solutions architecture, application design, quality assurance standards, project delivery methodologies, and practices
• Demonstrable knowledge of Public Sector applications, databases and systems while developing cross cluster, multi-year business solutions including knowledge of Custom off the Shelf product implementations with third party vendors
• Experience working in accordance with Acts, Policies and Procedures of Public Sector Services
