Senior Solution Architect 2 - Geospatial Ontario 2026-27

Project Overview

The Government of Ontario is updating enterprise and solution architecture artifacts for the Geospatial Ontario IT Program to obtain corporate governance approval at Architecture Governance Point (AGP) 3. Work focuses on the GIS Delivery Platform (GDP) and its interconnected applications, web services, data, and geomatics tools, supporting enterprise artifact upgrades through AGP 1 and AGP 2 in preparation for an AGP 3 Architecture Review Board presentation.

Key Responsibilities

• Undertake and/or lead in-depth and complex application and enterprise infrastructure architecture reviews and assessments
• Develop and/or support project deliverables to support new and changed enterprise priorities and initiatives
• Research, develop, implement, and maintain application architectural policies and standards as approved by management
• Provide general and situation-specific GIS application and infrastructure architecture interpretation advice and expertise to project and enterprise I&IT teams, client management and staff, clients, and external contractors
• Work with business and technical resources to update solution architecture artifacts at the enterprise and/or core business levels
• Support enterprise architecture artifact creation and updates for corporate governance approval at AGP 3

Qualifications & Requirements

REQUIRED

• Must be able to work onsite in Peterborough or Toronto
• Provides general and situation-specific GIS application and infrastructure architecture interpretation advice and expertise to other project and/or enterprise level I&IT project teams, client management and staff, clients, and external contractors
• Extensive experience with OPS Enterprise Architecture Gating processes, with an emphasis on Architectural Gate Point 1 and 2 and the creation, review, and engagement process

NICE TO HAVE

• Familiarity with Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards
• Strong knowledge and expertise with the Microsoft Azure cloud platform
• Experience implementing common authentication technologies, browser-based security controls and standard web application security tools
• Experience with code version control systems (e.g., DevOps), Continues Deployment and Integration, Cloud Delivery and Virtualization, and container solutions (e.g., docker, Kubernetes)
• Knowledge of, or experience with, open-source technologies and databases
• Hands-on knowledge of programming languages (Python, Java, JavaScript) and modern JavaScript-based technologies (Node.js, React, Vue)
• Knowledge of complex and effective UI design, accessibility, web standards, and design systems
• Experience with OPS Enterprise Architecture governance processes including governance points 0, 1, 2, 3
• Familiarity with Privacy and Records Keeping principles and concepts as they pertain to Business Architecture
• Familiarity with GO-ITS 200PRS, GO-ITS 25, GO-ITS 25.13, and GO-ITS 25.21

EVALUATION CRITERIA

Enterprise Architecture Engagement Leadership Experience - 30%

• Provides general and situation-specific GIS application and infrastructure architecture interpretation advice and expertise to other project and/or enterprise level I&IT project teams, client management and staff, clients, and external contractors.
• Total IT experience of at least 10 years, out of which, at least 5 years leading solution architecture on large complex projects
• Solid experience across a variety of technologies and design approaches (e.g., GIS Enterprise tools, APIs, Data Marts, Data Lakes, Vendor packaged and/or hosted solutions, Workflow Management, Business Intelligence, Machine Learning, Data Science Workflows, Security, etc.)
• Strong interpersonal and communication skills, enjoys working with diverse stakeholders.
• Proven ability and experience defining end-to-end technical solutions that take into account enterprise architecture strategies, current state environments, constraints, and solution viability analysis.
• Assess and analyze business strategy, business requirements, current state environment and technology choices to evaluate solution alternatives that meet business sponsor needs.
• Conduct cost and benefit analyses, feasibility studies, briefing notes and provide recommendations to management.
• Proven experience facilitating JAD sessions, developing complex application conceptual, logical, and physical architecture with full traceability and alignment into architecture domain artifacts.
• Expertise in architecture with deep knowledge in GIS application and enterprise infrastructure design, implementation, deployments, technology strategies, policies, plans, current and emerging architecture practices.
• Demonstrated knowledge of cyber security and product management best practices.
• Apply industry best practices and standards in architecture, software and systems engineering, design and development tools and techniques, and software lifecycle methodologies.
• Seasoned in analysing systems requirements, architecting, designing, and implementing IT solutions that conform to IT standards and best practices.
• Exceptional communication skills required to visualize, depict, and convey complex concepts to a broadly diverse audience including technical and business audiences.
• Effective communicator, able to build rapport with team members, stakeholders and interface groups using a variety of techniques from initiation to project closure.
• Facilitates small to large group meetings for reviewing technical architecture, decision making and problem solving.
• Demonstrated initiative and good judgement in seeking alternatives to resolve technical problems.

Enterprise Gating Documentation Experience - 40%

• You have extensive experience with OPS Enterprise Architecture Gating processes, with an emphasis on Architectural Gate Point 1 and 2 and the creation, review, and engagement process.
• Knowledge of or experience in Government of Ontario Information Technology Standards (GO-ITS) for Architecture.
• Experience in developing solution architectures using Ontario Government Enterprise Architecture methodologies and GO-ITS.
• Applied Data Modeling and development of solution and Program Area(s) Data Architecture into Solution Architecture.
• Developed solution according to Program Area(s) Information Architecture, corresponding Information Architecture Documentation (IAD) and according to OPS standards and industry best practices.
• Demonstrated knowledge of and experience with Information Management, including Data Governance, Data Quality, Master Data Management, Records Management.
• Created alignment of Solution Architecture Document to the Business Architecture Document, Solution Requirements Document (SRD) and the Information Architecture Document (IAD), as per OPS standards and industry best practices, ensuring vertical integration.
• Demonstrated knowledge of Development Conceptual Schemas (Application, Technology, Security and Data Views) of corresponding Business Architecture Documentation (BAD) and according to OPS standards and industry best practices.
• Proven ability to create Solution Architectures that directly inform and support the elicitation of business and system requirements.
• Knowledge of or experience with Ideation, including Functional Requirements Analysis and corresponding Test Strategy planning according to Solution Requirements Document (SRD).
• Advise Ministry partners on Non-Functional Requirements and align them to Availability and Disaster Recovery Views in SAD.
• Ability to leverage reference artefacts to enable shared use and to develop Solution Architecture artefacts that align with acquired solutions/services and existing strategic IT Products.
• Expertise in developing Logical Application Schema that evolve the Conceptual Application Schema that provides abstractions from the requirements.
• Ability to create the overall structure of the system, the decomposition of the system into layers and subsystems, significant components, and their interactions.
• Expertise in Application, infrastructure Logical Modelling, complex components, components that are newly implemented, and tested, that require high detail (classes, methods, attributes, relationships, descriptions).
• Familiarity with Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards.
• Ability to develop and maintain architectural governance and controls over Solution Architecture.

• Hands-on knowledge of programming languages (Python, Java, JavaScript); modern JavaScript-based technologies (Node.js, React, Vue, etc.), Mobile development and semantic accessible languages (HTML5, CSS/SCSS).
• Designed and built complex API based solutions and transactional systems for enterprise-wide solutions.
• Knowledge of complex and effective UI design, accessibility, web standards, and design systems.
• Ability to review automated test scripts for unit, integration, end-to-end, cross-browser, device, and accessibility testing.
• Experience in other architectural domains such as Information Architecture and Business Architecture.
• Experience with the OPS Enterprise Architecture governance processes, both in general terms, but also with governance points 0,1,2,3.
• Familiarity with Privacy and Records Keeping principles and concepts as they pertain to Business Architecture.
• Experience with OPS Enterprise Architecture GO-ITS 200PRS.
• Familiarity with Ontario General Security Requirements GO-ITS 25, Security Requirements for Web Applications GO-ITS 25.13 and Security Requirements for Cloud Services GO-ITS 25.21.
• Expert level knowledge of applying Design Systems and best practices for developing web-based applications that meet the highest AODA compliance standards.
• Ability to provide advice and support to teams acquiring services or solutions via vendor development or COTS selection (e.g., advise on documentation to include, how to evaluate, etc.).
