Project Overview

Key Responsibilities

Define the overall structure, logical components, and interrelationships of applications, operating systems, networks, and related systems
Define application structure and relationships, including reusable components, quality metrics, software layering, and interface determination
Develop, implement, and manage cross-platform applications in large, distributed environments
Monitor end-to-end system behavior and understand interactions between components at appropriate levels of abstraction
Define limitations and requirements for source code
Define interactions between application packages, databases, and middleware systems
Produce enterprise architecture deliverables (e.g., models and documentation)
Lead multi-tier application infrastructure design, documentation, and configuration for medium or large corporate implementations
Design detailed functional and technical requirements for new and existing business solutions
Design, develop, implement, and maintain large complex applications, workflow processes, and dynamic forms

Qualifications & Requirements

REQUIRED

Must be able to work 5 days onsite per week
Bachelor’s degree in Computer Science, Information Technology, or related field
10+ years of progressive experience in IT architecture and system integration
Demonstrated experience with OPS enterprise architecture standards, particularly within the Ontario public sector
Strong track record in designing, implementing, and optimizing Microsoft Azure cloud infrastructure in large-scale, complex environments
Proven ability to integrate complex permit and application systems while managing cross-functional dependencies
Microsoft Azure expertise including security, networking, identity, data services, and monitoring
Enterprise integration experience including API development, ESB, microservices architecture, and middleware technologies
Familiarity with ITIL processes, specifically incident, change, and release management
Familiarity with the PMO Stage Gate process in OPS
Knowledge of cloud-based security practices and compliance protocols relevant to OPS
Experience with middleware and gateways
Experience in structured methodologies for the design, development and implementation of applications
Extensive experience in systems analysis and design in large systems environments
Experience with development tools and Computer Aided Software Engineering (CASE) tools
Experience with data and process modelling methodologies, techniques and tools, including metadata structures, repository functions, and data dictionaries
Awareness of emerging I&IT trends and directions
Knowledge of performance considerations in different environments
Extensive experience with at least two different computing platforms, operating systems, environments, database technologies, programming languages and communication protocols

NICE TO HAVE

Master’s degree in Computer Science, Information Technology, or related field
Certifications (e.g., TOGAF, Azure Solutions Architect)
Prior OPS experience (architecture)
Knowledge and understanding of object-oriented analysis and design techniques
Experience developing enterprise architecture deliverables based on Ontario Government Enterprise Architecture methodologies, processes and practice
Knowledge and understanding of Information Management principles, concepts, policies and practices
