Project Description

The childcare and early years IT modernization initiative includes the design, development, and implementation of a new provincial, user-centred and modernized IT solution. The proposed new IT solution could address issues with the current IT landscape for the childcare and early years sector in Ontario, which is disjointed, inconsistent, does not meet OPS security standards, does not produce robust provincial data and is administratively burdensome for families, operators, SSMs, and the ministry.

This new IT solution would also enhance and better align the Ministry of Education’s digital infrastructure and data framework, creating an integrated childcare and education digital ecosystem (from childcare to K-12 and post-secondary education). The IT solution would include both data collection and data analytics components and would be used by families, operators, and SSMs in Ontario.

This initiative supports key government priorities, including Less red tape, stronger economy by providing a streamlined digital service for families and reducing administrative burden for businesses/operators and SSMs so that they can focus on delivering quality childcare to Ontarians.

A modern, sector-wide digital solution would also help Ontario catch up to other jurisdictions, including New Brunswick, Quebec, and international jurisdictions, which have built modern and family-focused digital solutions for childcare.

Job Description

Note: This position will require the consultant to work from the office location 5 days per week.

Responsibilities Develops, recommends, implements and manages the technical architecture (hardware, software, database and communications) which will be used for all or specific applications in a large, distributed cross-platform environment.

Technology Architect

• Leadership experience in the development and implementation of technical architectures at the

specified experience level.

• Extensive experience with at least three different platforms, operating systems, environments,

database technologies, and communications protocols.

• Experience with middleware and gateways.

• Knowledge of performance considerations in different environments.

• Experience in structured methodologies for the design, development and implementation of

applications.

• Extensive experience in systems analysis and design in large systems environments.

• Knowledge and experience designing processes around ITIL and is able to guide others using this

methodology.

• Experience translating business requirements into reporting needs.

• Experience preparing conceptual, logical and/or physical processes and data models.

• Experience developing, recommending, implementing, and managing technical architecture.

• Experience in the use of Computer Aided Software Engineering (CASE) tools and other software tools

such as project management tools.

• Awareness of emerging technologies, trends, and directions.

• Excellent analytical, problem-solving, and decision-making skills; verbal and written communication

skills; interpersonal and negotiation skills.

• A team player with a track record for meeting deadlines.

• Experience in developing enterprise architecture deliverables (e.g. models).

• Experience in providing technical leadership to junior developers
