Project Overview
Ontario is implementing and enhancing public safety solutions to improve incident data sharing between ambulance dispatch centres and fire public safety answering points. The Simultaneous Notifications solution will replace manual notification processes with automated, integrated exchange of tiered medical emergency incident data to reduce errors, speed dispatch, and improve patient outcomes, alongside design enhancements for the Enhanced Integration Platform and related public safety systems.
Qualifications & Requirements
REQUIRED
- Must be able to work onsite
- At least 10 years of experience
- Experience in structured methodologies for the design, development, implementation and maintenance of applications
- Experience with leading IT architecture, enterprise architecture frameworks, strategies and methodologies across domains such as Business, Technology, Application, and/or Security
- Experience planning, designing, delivering and implementing architecture solutions for large scale, complex, multi-year I&IT projects impacting external stakeholders
- Experience leading project gating and enterprise-level Architecture Review Board activities and obtaining approvals
- Knowledge of solution design and business analysis experience in large IT organizations
- Proficiency with Microsoft Word, Excel, Visio and PowerPoint
- Experience with enterprise-level architecture standards and artifacts (e.g., Business Architecture Document, Solutions Architecture Document, Solution Requirements Document, Information Architecture Document)
- Experience using technical solution design and prototyping tools to assist in JAD and design sessions with stakeholders
EVALUATION CRITERIA
Technical Experience / Skills - 40 points
- Experience in technical and functional design and architecture, especially for applications on Cloud and SaaS, experience with cloud technologies.
- Experience leading technical teams to ensure solution design adherence for all phases and aspects of a large-scale integrated projects.
- Deep understanding of application architecture patterns (e.g., layered, microservices, event-driven)
- Expertise in designing and consuming RESTful and Web Services APIs
- Strong knowledge of integration patterns and tools
- Strong grasp of enterprise security principles and application security best practices. Knowledge of leading industry and enterprise-level best practices and standards in architecture, software and systems engineering, design and development tools and techniques, and software lifecycle methodologies.
- Knowledge of enterprise IT strategy development, business process modelling, data modelling, and/or information management, business analysis, design and process re-engineering.
Architecture Knowledge / Experience - 35 points
- Experience in the development of business, solution and information architectures and the use of architecture modeling tools such as Power Designer and Enterprise Architect.
- Experience developing architecture artifacts for enterprise-level architecture checkpoints and gating (e.g., Business Architecture Document, Solutions Architecture Document, Solution Requirements Document, and Information Architecture Document)
- Experience in the use of business architecture and modeling software such as Power Designer, Enterprise Architecture.
- Demonstrated experience in solution design and architecture.
- Experience planning and coordinating all phases of complex architecture for systems supporting both internal/external clients and stakeholders.
- Experience with reviewing privacy and security related assessment reports to ensure privacy and security considerations and concerns are addressed in the architecture artifacts; Establish traceability matrix to monitor findings.
Communication skills - 20 points
- Ability to communicate complex technical concepts to non-technical stakeholders, including executives, business leaders, and product owners.
- Proficient in creating and presenting architecture documentation,
- Skilled at articulating technical rationale behind architecture choices to development teams, security teams, and infrastructure personnel.
- Ability to lead and facilitate architecture review boards, design sessions, and technical workshops.
- Strong technical writing skills for authoring architecture specs, design patterns, integration guides, and governance policies.
Public Sector Experience - 5 points
- Demonstrated experience in working in accordance with policies and procedures of Ontario Public Service would be an asset
