Project Overview
The OPGT Modernization initiative is an IT modernization program supporting the ongoing provision of services to Ontarians who cannot care for themselves and have no one able to act on their behalf. Phase 1 delivered a cloud-based, fully integrated Microsoft Dynamics 365 solution replacing end-of-life case, financial, and document management systems as an MVP. Phase 2 will enhance the MVP by adding workflows, automation, and new features and functionality across the platform and related integrations.
Key Responsibilities
- Define and govern end-to-end solution architecture across Microsoft Dynamics 365 Customer Engagement (CE), Finance & Operations (F&O), Azure-based data platforms, integrations, and supporting enterprise systems
- Produce end-to-end solution architecture artifacts covering application, data, integration, infrastructure, and security designs for modernization enhancements
- Develop conceptual, logical, and physical architecture designs for business processes, data structures, integrations, and system interactions
- Create integration and interface designs for integrations between Dynamics 365 CE, Dynamics 365 F&O, Azure-based data platforms, legacy systems, and external applications
- Facilitate and support architecture and security governance activities, including preparing materials for enterprise architecture and security review forums
- Document architectural decisions, patterns, and standards to support sustainability beyond the initial MVP release
Qualifications & Requirements
REQUIRED
- Must be able to work onsite
- Minimum 8 years of experience in enterprise solution architecture, with significant experience leading or governing Microsoft Dynamics 365–based implementations
- Demonstrated experience supporting large-scale, multi-year IT modernization or transformation initiatives
- Experience working within structured architecture, security, and delivery governance environments
- Proven ability to operate in a lead architectural role while collaborating with delivery teams, vendors, and enterprise stakeholders
- Strong documentation, communication, and decision-making skills, with the ability to articulate architectural direction and rationale
NICE TO HAVE
- Experience within public-sector or OPS-style contexts
- Deep understanding of Microsoft Dynamics 365 Customer Engagement (CE) and Finance & Operations (F&O) architecture, platform capabilities, and native integration patterns
- Strong knowledge of the Dynamics 365 data model, Dataverse, Power Platform components, and platform extensibility best practices
- Ability to design and govern complex, multi-system architectures across application, data, integration, infrastructure, and security domains
- Experience defining architecture principles, patterns, standards, and target state designs within large enterprise environments
- Strong understanding of Azure-based application hosting, integration services, and enterprise data platform concepts
- Familiarity with enterprise data solutions such as data warehouses, data lakes, and reporting architectures
- Experience identifying architectural risks and defining effective mitigation strategies
- Ability to balance solution design with security, performance, scalability, operational maintainability, and long-term sustainability considerations
- Ability to communicate complex technical concepts effectively to both technical and non-technical stakeholders
- Strong facilitation skills and the ability to guide cross-functional teams toward consensus and informed architectural decisions
EVALUATION CRITERIA
Architectural judgement & End-to-End Solution - 45 points
- Defining, owning, or governing large scale, enterprise level end to end solution architectures across multiple architectural domains, including:
- Application architecture
- Data architecture
- Integration architecture
- Infrastructure and security considerations
- Experience designing and evolving enterprise solution architectures beyond initial go live, such as:
- Post implementation enhancements
- Architectural refactoring or optimization
- Scaling, performance tuning, or resilience improvements
- Demonstrated architectural decision making accountability, including:
- Evaluating architectural options and trade offs
- Balancing functional and non functional requirements (e.g., performance, scalability, security, maintainability)
- Adapting architectural direction in response to delivery constraints or emerging risks
- Experience making architectural decisions within constrained enterprise environments, such as legacy system dependencies, regulatory requirements, or fixed delivery timelines.
- Providing architectural leadership and direction across multiple delivery teams and/or vendors within large or distributed delivery environments, ensuring architectural integrity without direct managerial authority.
- Identifying architectural limitations or risks within complex enterprise environments during delivery or operations and adjusting solution direction to mitigate long term impacts.
- Demonstrated accountability for the long term sustainability and operational outcomes of architectural decisions.
Dynamics 365 CRM & Enterprise Integration - 30 points
- Demonstrated architectural experience designing and integrating Microsoft Dynamics 365 Customer Engagement (CE) solutions within complex enterprise environments, including:
- Architecture and design experience with Dynamics 365 Customer Engagement (CE) as a core enterprise platform, including understanding of solution structure, extensibility, and platform capabilities.
- Experience architecting integrations between Dynamics 365 CE and other enterprise systems, such as:
- Finance & Operations (F&O)
- enterprise data platforms (e.g., data warehouses, data lakes, analytics platforms)
- legacy systems or external applications
- Demonstrated use of enterprise integration patterns, such as:
- real time and asynchronous integrations
- API based or service oriented integrations
- event based or batch processing patterns, where appropriate
- Architectural understanding of Microsoft Dataverse and Power Platform components within an enterprise solution context, including their role in integration, data management, and extensibility.
- Experience designing secure, scalable, and maintainable integration architectures that align with enterprise standards and operational requirements.
- Exposure to Azure based integration and data services as part of a Dynamics centric architecture (e.g., integration services, data pipelines, identity and security considerations), at an architectural level rather than hands on development.
Architecture Governance, Risk, and Solution Quality Management - 25 points
- Demonstrated experience applying architecture governance, risk management, and quality practices within complex enterprise IT environments, including:
- Experience working within structured architecture and security governance frameworks, such as:
- enterprise architecture review processes
- architecture standards and approval checkpoints
- security or compliance review activities
- Identifying, documenting, and managing architectural risks, including:
- risks related to integration complexity, scalability, security, or data integrity
- risks emerging during delivery or post implementation operations
- proposing and implementing mitigation strategies
- Experience ensuring solution quality and sustainability, including consideration of:
- architectural consistency and standards adherence
- operational supportability and maintainability
- long term scalability and performance
- Demonstrated involvement in architectural reviews or assessments, providing direction or recommendations to ensure solutions meet enterprise quality and compliance expectations.
- Experience balancing governance and quality requirements with delivery realities, ensuring architectural rigor does not unnecessarily impede progress while maintaining acceptable risk levels.
