Project Overview

The OPGT Modernization initiative supports the ongoing delivery of services to Ontarians who cannot care for themselves and have no one able to act on their behalf. Phase 1 implemented a cloud-based, fully integrated Microsoft Dynamics 365 solution to replace end-of-life case, financial, and document management systems. Phase 2 will enhance the MVP by adding workflows, automation, and new features, including improvements to reporting and data capabilities.

Key Responsibilities

• Lead and conduct business and system analysis for building the golden layer of the data lakehouse and modernized reports in PowerBI
• Define the reporting MVP, document legacy reports in scope, conduct gap analysis, and provide recommendations
• Document report requirements as user stories in DevOps
• Conduct analysis at varying levels of detail aligned with OPS standards
• Liaise between business areas and the data migration/reporting team to clarify and translate business requirements into system and reporting requirements
• Conduct business modeling, use case modeling, conceptual and logical data modeling, and process/data flow modeling
• Define business rules and non-functional requirements, including report requirements, screen specifications, and data migration requirements
• Produce and update documentation to support future operations of implemented solutions
• Identify and help resolve data quality issues, define test cases, perform data reconciliation, and address testing discrepancies
• Develop KPIs to report progress, completeness, and quality of reporting and data migration efforts
• Provide post-migration support by analyzing and addressing data-related issues and optimizing data management processes
• Complete work and achieve milestones within assigned deadlines
• Notify the project manager in writing of issues or material concerns related to deliverables
• Submit deliverables for approval as completed
• Other duties as assigned

Qualifications & Requirements

REQUIRED

• Must be able to work onsite
• 10+ years of experience leading and conducting business and system analysis to assess client business problems/opportunities and document business/system requirements
• Experience with agile and waterfall methodologies
• Experience writing user stories and using DevOps
• Experience conducting business and system analysis for data marts/data warehouses/data lakehouse or BI/data analytics and reporting solutions
• Experience conducting business and system analysis for Dynamics 365 CE and/or F&O

NICE TO HAVE

• Experience conducting analyses at varying levels of detail aligned with OPS standards
• Experience with business modeling, use case modeling, conceptual and logical data modeling, process and data flow modeling, use case surveys, business rules definition, and non-functional requirements definition (including screen specifications and data migration requirements)
• Experience as a business analyst on large/complex data migration projects
• Familiarity with PowerBI
• Basic SQL knowledge and ability to execute SQL queries
• Understanding of ETL, data quality, data cleaning, and data issue handling
• Experience creating use cases, test plans, test cases, and test scripts (ideally for reporting and/or data migration)
• Experience with defect management processes (identification, logging, tracking, resolution)
• Familiarity with QA practices/standards (ISO, CMMI, Agile)
• Experience consulting and coordinating between business areas and IT development/testing teams to clarify and translate requirements
• Gap analysis experience

EVALUATION CRITERIA

Business Analysis Experience - 40 points

• 10+ years of experience leading and conducting business and system analysis to assess client’s business problems/opportunities and document the business/system requirements in such a way that I&IT solutions can be designed.
• Experience conducting analyses at varying levels of detail, appropriate to the project and phases of project, aligning with OPS standards.
• Experience conducting business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys; business rules definition and non-functional requirements definitions for assigned projects, including screen specifications, business rules, data migration requirements, etc.
• Proven experience in both Agile and Waterfall project management methodologies, with emphasis on Agile.
• Demonstrated experience with writing user stories and using tools such as DevOps.

Dynamics 365 Experience - 30 points

• Proven experience in conducting business and system analysis in respect to building data marts/data warehouses/data lakehouse or Business Intelligence/Data Analytics and Reporting solutions built against Dynamics 365 CE and F&O data
• Demonstrated experience working as a business analyst in large/complex data migration projects.
• Familiarity with BI/reporting tools such as PowerBI
• Proven experience in conducting business and system analysis for a Dynamics 365 CE and/or F&O solution.

Quality Assurance - 20 points

• Experience creating use cases, test plans, test cases, test scripts ideally around reporting and/or data fixes.
• Experience with defect management processes, defect identification, logging, tracking, and resolution.
• Familiarity with industry-standard quality assurance practices, such as ISO standards, CMMI, or Agile methodologies

Data Analysis Knowledge - 10 points

• Basic knowledge of SQL language; ability to execute SQL queries.
• Understanding of concepts around ETL, data quality, data cleaning, data issues’ handling.
