Project Overview
The OPGT Modernization initiative is enhancing services for Ontarians who cannot care for themselves and have no one able to act on their behalf. Phase 1 delivered a cloud-based, fully integrated Microsoft Dynamics 365 solution replacing end-of-life case, financial, and document management systems as an MVP. Phase 2 will enhance the MVP with additional workflows, automation, and new features and functionality.
Key Responsibilities
- Support delivery of assigned enhancements for the OPGT Modernization program beyond the MVP
- Elicit, analyze, and document business and functional requirements with stakeholders and subject matter experts
- Develop clear, prioritized user stories and business-led acceptance criteria aligned to scope and objectives
- Provide functional guidance for Microsoft Dynamics 365 CE and Finance & Operations configuration, customization, workflows, forms, dashboards, reports, and integrations
- Participate in functional and technical design reviews to ensure alignment with business requirements and best practices
- Develop testing artifacts including business test scenarios, test cases, and validation results
- Support system integration testing (SIT), user acceptance testing (UAT), regression testing, and deployment readiness from a business validation perspective
- Verify configured workflows, dashboards, forms, reports, and interfaces against documented requirements and acceptance criteria
- Validate test outcomes and confirm readiness for business sign-off prior to deployment
- Support defect identification, analysis, and business validation during testing and deployment
- Assess business impact and escalate high-impact issues with the project manager and delivery teams as required
- Support deployment readiness, transition activities, documentation, and knowledge transfer to enable adoption and sustainable operations
Qualifications & Requirements
REQUIRED
- Must be able to work onsite
- 8–10+ years of experience as a Business Analyst, with significant experience supporting testing and validation activities in enterprise IT initiatives
- Proven experience working with Microsoft Dynamics 365 Customer Engagement (CE) and/or Finance & Operations (F&O) in enterprise solution environments
- Experience supporting large-scale system implementations or modernization programs, including post-go-live enhancement phases
- Experience working in structured governance environments, including formal testing, validation, and business approval processes
- Strong analytical, documentation, and communication skills, with demonstrated ability to validate solutions against business requirements and acceptance criteria
NICE TO HAVE
- Relevant Microsoft Dynamics 365 certification (e.g., Finance Functional Consultant Associate or equivalent)
EVALUATION CRITERIA
Business & Functional Requirements Analysis - 35 points
- Eliciting, analyzing, and documenting business and functional requirements in collaboration with business stakeholders and subject matter experts.
- Translating business needs into clear, structured requirements artifacts, such as:
- business requirements documents

- user stories and supporting documentation
- Developing prioritized user stories and business-led acceptance criteria that are traceable to approved scope and business objectives.
- Facilitating requirements gathering workshops, working sessions, or interviews to ensure business needs are accurately understood, validated, and agreed upon.
- Ensuring requirements are complete, unambiguous, and testable, enabling downstream solution design, configuration, and validation activities.
- Managing requirements across iterative or enhancement-driven delivery approaches, including incorporating feedback and changes during post-MVP solution evolution.
Testing, Validation & Business QA Ownership - 30 points
- Developing and documenting business test scenarios and test cases aligned with business requirements, functional specifications, and acceptance criteria.
- Supporting system integration testing (SIT), user acceptance testing (UAT), and regression testing from a business validation perspective.
- Validating test outcomes against documented requirements and acceptance criteria, confirming that solutions meet business expectations.
- Reviewing, analyzing, and business-validating defects, including:
- confirming expected vs actual behavior
- assessing business impact
- collaborating with delivery teams to support resolution
- Supporting deployment readiness activities, including confirming business readiness for go-live or release.
- Demonstrated experience confirming readiness for business sign-off prior to deployment, based on test results and validated outcomes.
- Experience participating in testing and validation activities within structured governance or approval frameworks.
Dynamics 365 Functional & Configuration Expertise - 25 points
- Strong hands-on experience with Microsoft Dynamics 365 Customer Engagement (CE) from a functional user and configuration perspective.
- Working knowledge of Dynamics 365 Finance & Operations (F&O) concepts, particularly where business processes, financial activities, or accounting functions interact with CRM functionality.
- Functional understanding of Dynamics 365 configuration capabilities, such as:
- workflows and business process flows
- forms, views, dashboards, and reports
- security roles and access considerations
- integrations and data interactions
- Experience providing functional guidance to delivery teams by:
- clarifying expected system behavior
- validating configuration against business requirements
- supporting functional and technical design reviews
- Ability to assess whether configured workflows, interfaces, and system behaviors accurately support documented business processes and requirements.
- Experience supporting business users by explaining system functionality and helping confirm that configured solutions align with operational needs.
Delivery Collaboration, Governance & Communication - 10 points
- Experience collaborating closely with cross-functional delivery teams, such as:
- Solution Architects
- Developers
- Testers / QA teams
- Project Managers and vendors
- Experience working within formal delivery or governance frameworks, including:
- defined approval and sign-off processes

- Ability to communicate business and functional requirements clearly to both technical and non-technical stakeholders.
