VHH Rebaseline - Deploying an overall goal of 100 installations of audio and videoconferencing solution annually.

Job Description

SCOPE:

• Plan and lead project(s) as part of large multi-ministry/multi-year initiatives involving complex network architecture, advanced and innovative telecommunications/video/Video over I/P (VoIP), and audio/visual systems

• Manage client relationships/networks as well as partnerships with business areas

• Manage project teams and provide guidance on the use of audio visual and information technology in client business planning and business improvement initiatives

• Develop project charters and master project plans, guide the definition of goals, deliverables and scope working with internal clients and stakeholders, I&IT specialists, business planners to ensure larity, accuracy and acceptance

• Identify and assess risks, and recommend mitigation measures for approval

• Provide leadership to project teams, external service providers and contractors

• Identify impact of change, escalate to project sponsor for decision, revise work plans, schedule, and project budget to implement approved changes

• Provide specialized advice and expertise to client groups and for the development of business cases and Treasury Board / Management Board of Cabinet submissions.

• Coordinate I&IT procurement to acquire and negotiate goods and services and administer contractual agreements.

Deliverables / Responsibilities

• Project Charter

• Establishment of procurement planning (including software, hardware, IP circuit and bandwidth)

• Establishment of risk assessment

• Development of work breakdown schedule

• Development of business/user adoption plan (including Training, User Manual, GUI, etc)

• Validated Facility Scope of Work

• Development of mobilization plan and requirements

• Develop test plan (based on use cases)

• Validation of the facilities/construction work completion

• Procure, receive and validate equipment

• GUI design, review and approval

• Ensure finalization of functional design drawings

• Ensure on-site system installation

• Quality assurance testing

• System and Functionality Testing

• Client handover (Commissioning), client sign off

• Ensure vendor delivery of as-built and close-out package (SAF, inventory, photos, programs, manuals, as-built shop drawings)

• Conduct lessons-learned sessions

• Delivery of internal close-out package (financial report, site profile, journals)

• Participate in service review meetings

• Project planning and management experience related to all phases of concurrent audio visual and I&IT projects, including medium to large scale, technically complex projects across a range of enterprise technologies

• Change management principles to facilitate business process change and manage the human factors associated with change

• Leadership skills to guide the work of project staff and teams

• You can develop project plans and manage resources to ensure efficient progress

• You have a proven track record delivering system development and/or implementation projects on time and on budget

• You can discuss and resolve issues with stakeholders and address risks and benefits of specific solutions and recommend specific courses of action

• You can identify optimal solutions to meet client needs and provide submissions to facilitate senior level decision-making

• You can evaluate and define project management requirements

• You can identify I&IT technical, operational or other issues, coordinate analysis and development of most appropriate course of action to resolve them

• You can plan, coordinate and control all phases of assigned projects

• Knowledge of project-relevant state of the art multi-platform I&IT technology and understanding of current and emerging trends in such areas as: audio visual systems, mobile, voice, data, video, VoIP and radio, building telecommunications infrastructure design and support.

• Knowledge of operations management and security and emerging technologies to assess client needs, lead projects, and provide expertise

• Knowledge of technical standards, principles, and best practices to ensure client needs are optimally met by the solutions and services being implemented, and to validate vendor advice at all stages of a project

• Knowledge of software development platforms, development methodologies, technical standards with respect to software architecture and design (multi-tier models), technical infrastructure requirements, cloud technologies etc.

• Knowledge of IT security requirements, and best practices in implementing high availability solutions with requirement of hosting solutions with high sensitivity and confidentiality ratings

• Knowledge of resource management approaches and financial management to develop and manage budgets

• Procurement knowledge to acquire and negotiate goods and services by providing expertise and administering contractual agreements

• Working knowledge of I&IT and computer protocols and frameworks specific to the program system(s) currently in use

• Working knowledge of Microsoft Office (MS Word, Excel, Outlook), and Microsoft Project software packages

• At least 5 years of audio and videoconferencing technology experience

• At least 10 years of project management experience

• Extensive experience in project planning and management across all phases of concurrent I&IT projects, including medium to large-scale, technically complex initiatives spanning diverse enterprise technologies.

• In-depth knowledge of state-of-the-art multi-platform audio-visual and videoconferencing technologies, and unified communications systems, with proven ability to assess client needs, lead implementations, and ensure secure operations.

• Experience in complex projects that include facilities work, construction, fit-out, furniture, fixtures and equipment installation

• Skilled in risk and issue management, including identification, monitoring, and resolution in collaboration with senior executives.

• Strong understanding of change management strategies and approaches to drive successful organizational transformation.

• Demonstrated ability to establish priorities and allocate resources effectively to meet project objectives.

• Experienced in day-to-day management of technical teams, vendors, and local trades, ensuring projects are delivered on time, within scope, and on budget.

• Demonstrated advanced technical skills in audio-visual systems, including audio capture, live audio uplift, amplification, routing, and processing; video capture, routing, processing; and integrated audio visual control systems, to provide effective team leadership and quality assurance.

• Demonstrated advanced technical skills in standards-based videoconferencing systems (hardware, software, and meeting platforms) to provide effective team leadership and quality assurance.

• Managed project budgets and financial controls, including developing and refining cost estimates to ensure accurate forecasting and fiscal accountability.

• Oversaw procurement processes by negotiating and acquiring goods and services, leveraging expertise to administer contractual agreements and ensure compliance.
