Project Description
The Identity and Access Management Practice (IAMP) is seeking one (1) Fee-for-Service (FFS) Senior Business Analyst to support various IAM services including Public Secure, the Document Verification Service (DVS), and Digital Credentials.
This resource will be sourced through the Managed Service Provider for Contingent IT Resources Vendor of Record (VOR), with an estimated procurement value of $198,816. The engagement assignment will cover the period from May 4, 2026, to March 31, 2027, totaling 228 days.
Job Description
Role: Senior Business Analyst
- Leads and conducts business analysis in order to assess client’s business problems/opportunities and documents the business requirements in such a way that enterprise single-sign on and other identity and access management solutions can be determined.
- Documents, analyzes, and improves enterprise business processes related to Identity and Access Management (IAM), including Single Sign-On (SSO) and identity verification, ensuring secure, efficient, and compliant access controls across systems and applications.
- Applies re-engineering concepts to promote business improvements through alternative and cost-effective service delivery approaches.
- Leads and conducts business analysis at varying levels of detail appropriate to the nature of the deliverable.
- Develops sound processes for requirements gathering including but not limited to JAD sessions, interviews, mock-ups, etc.
- Conducts business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys; business rules definition and non-functional requirements definitions for assigned projects.
- Monitors progress, resolve problems and report regularly to management and stakeholders.
- Develops performance measures and traceability matrices for business analysis evaluation and conducts follow-up.
- Provides updates to the Project Manager on progress, identifies project issues and risks and escalates to project manager when required.
- Works closely with the Product Owner, Project Manager, and Systems Analysts to ensure meeting the objectives of the project.
- Works with client groups to facilitate design discussions and resolve issues.
- Supports testers by clarifying requirements and validating test scenarios and cases.
Deliverables / Responsibilities
1. Business and Functional Requirements Gathering and Documentation (30%)
- Experience with gathering, analyzing, and documenting business and functional requirements for Single Sign-On (SSO), Identity and Access Management (IAM), and identity verification solutions, ensuring alignment between business needs, security controls, and technical implementation.
- Experience translating IAM‑related business requirements into clear functional specifications, including authentication, authorization, identity proofing, and access lifecycle management.
- Experience with a wide range of methods, tools and techniques for business analysis such as: business functional modelling, business event modelling, business process mapping.
- Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards.
- Knowledge and understanding of OPS policies for Identity and Access Management, related regulations and standards.
- Ability to provide a comprehensive range of I&IT business analysis services for clients with diverse business and technological needs.
- Interact with the business stakeholders and subject matter experts in order to understand their requirements through gathering, documenting, and analyzing business needs and requirements.
- 10+ years experience in a business analyst capacity participating in various stages of the project lifecycle.
- Experience conducting requirements gathering workshops and developing documentation.
- Demonstrated experience with creating Business Cases, Screen Design/User Interface, Business Process Model Flows, and Logical architecture artifacts, among other deliverables.
- Experience identifying and documenting testing plans, schedules and cases. Supporting testing resources and clarifying expected outcomes.
2. Project Management and Leadership Skills (35%)
- Experience with IAM‑related initiatives through the full project lifecycle, including planning, execution, risk management, stakeholder communication, and successful delivery.
- Experience working with IAM platforms and vendors (e.g., Okta, Microsoft Entra ID) and identity verification services, supporting Single Sign-On (SSO), authentication, and secure access initiatives.
- Experience collaborating with IAM vendors to gather requirements, support integrations, and align platform capabilities with business, security, and identity verification needs.
- Knowledge of project management methodologies, principles, and practices
- Ability to work independently and influence others.
- Actively participate and engage in discussions related to project strategies, approaches and deliverables
- Ability to identify resource requirements and create plans and schedules to meet deliverables.
- Demonstrated experience reporting on progress of deliverables, milestones, issues and risks to various audiences, including steering committees and formal status reporting.
3. Communication and Interpersonal Skills (35%)
- Written communication skills to prepare various technical materials, business cases, research findings, reports and procedures.
- Meet with stakeholders and assess needs and gain clarification where required.
- Lead and facilitate discussions with vendors, client ministries, other project team members and management.
- Experience creating presentations and presenting to executive steering committees responsible for project oversight and decision-making.
- Experience with IAM stakeholders (e.g., CyberSecurity) and vendor engagements (e.g., Okta, Interac), ensuring consistent delivery of SSO, identity verification, and access management capabilities.
