Seeking 1 Senior BA to support Contingency Planning and Operations Division initiative. This procurement is recoverable to TBS - Contingency Planning and Operations Division

Job Description

Onsite Work Location: This position is listed as "Onsite"; the resource is expected to work 7.25 hours per calendar day between the standard working hours of 8:00-5:00 PM (excluding lunch breaks) every Monday to Friday inclusive at the identified OPS office location


** Responsibilities **

• Provides a comprehensive range of I&IT business analysis services for clients with diverse business and technological needs.
• Interacts with business stakeholders and subject matter experts to understand requirements through gathering, documenting, and analyzing business needs.
• Prepares and advises on business analysis policies, processes, best practices, and standards to promote a consistent business analysis practice within the organization.

** General Skills **

• Leads and conducts business analysis to assess client’s business problems/opportunities and documents requirements so that I&IT solutions can be determined.
• Applies re-engineering concepts to promote business improvements through alternative and cost-effective service delivery approaches.
• Conducts business analysis at varying levels of detail appropriate to the project and its phases, aligning with:
• OPS Unified Project Management Methodology
• Enterprise Architecture and Gating Process
• OPS Standard Systems Development Methodologies
• Develops strategies, prepares business cases and cost-benefit analyses, and conducts feasibility studies for business I&IT initiatives.
• Designs sound processes for requirements gathering, including JAD sessions, interviews, mockups, etc.
• Performs:
• Business modeling
• Use case modeling
• Conceptual and logical data modeling
• Process and data flow modeling
• Use case surveys
• Business rules definition
• Non-functional requirements definition
• Monitors progress, resolves problems, and reports regularly to I&IT management and stakeholders.
• Develops performance measures and traceability matrices for business analysis evaluation and conducts follow-up.

** Experience **

• Requirements Gathering/Use Case Development, competent in user accessibility, concurrency, cyber, TRA, PIA requirements, cloud services, Power BI.
• Developing strategies, preparing business cases, and cost-benefit analyses.
• Conducting requirements gathering, developing documentation (including presentations and briefing notes), and engaging stakeholders.
• Using Computer Aided Software Engineering (CASE) tools to document conceptual requirements and scope.
• Awareness of emerging I&IT trends and technologies.
• Strong analytical, problem-solving, and decision-making skills.
• Excellent verbal and written communication skills; interpersonal and negotiation skills.
• Proven ability to work as a team player and meet deadlines.
• Managing Product backlog and user stories in Azure DevOPS or similar
• Incident Response Management andCase Management
• Documenting API Integration
• Reporting via PowerBI or similar

** Desirable Skills **

• Experience using information retrieval packages.
• Knowledge and understanding of Information Management principles, concepts, policies, and practices.
• Ability to translate business and data requirements into specifications for designing appropriate technology solutions.
• Familiarity with a wide range of business analysis methods, tools, and techniques, such as:
• Business functional modeling
• Business event modeling
• Business process mapping
• Experience with structured, object-oriented, and agile methodologies for user requirements.
• Ability to develop performance measures for business analysis evaluation and follow-up.
• Knowledge and understanding of Accessibility for Ontarians with Disabilities Act (AODA) and related regulations and standards.
• Experience with UX/UI and testing against user stories

• knowledge of enterprise architectural concepts specifically in the area of business architecture
• knowledge of current trends and emerging technologies, specifically as it relates to business driven IT solutions

• provide consultation and advice to senior cluster management and staff
• client relationship management skills demonstrated through experience in business analysis
• excellent team leadership, presentation, facilitation and negotiation skills
15% - Analytical and Problem Solving Skills:
• accurately assess clients` business requirements and identify best technology solutions
• experience monitoring project progress, resolving problems and reporting issues to ensure clients expectations are satisfied in the most cost effective manner
• evaluate directions, trends, standards and policies in a complex and evolving environment using multiple sources
15% - Project Management:
• knowledge of service delivery management, portfolio, and program and project management in complex and dynamic IT environments
• experience working in environments of change management, quality assurance, risk management, disaster recovery planning, and business continuity planning
• knowledge of project management methodologies and practices to participate in and/or lead multiple, broad scope business IT initiatives
