Project Overview
Ontario One Call is undertaking strategic technology and business transformation initiatives, including technology modernization, business process improvement, system implementations, vendor management, operational transformation, and organizational change.
Key Responsibilities
- Lead the planning, execution, monitoring, and successful delivery of strategic digital transformation initiatives.
- Develop and maintain integrated project plans, delivery roadmaps, implementation schedules, milestone plans, and governance frameworks.
- Ensure alignment between project activities, organizational priorities, business objectives, and operational requirements.
- Drive project outcomes while balancing scope, schedule, budget, quality, risk, and business readiness requirements.
- Manage relationships with external vendors, implementation partners, consultants, and technology providers.
- Monitor project deliverables, contractual obligations, timelines, milestones, and performance expectations.
- Facilitate resolution of issues, risks, and delivery challenges involving internal and external stakeholders.
- Ensure vendors remain aligned with project objectives, governance requirements, and organizational priorities.
- Establish and maintain project governance structures, steering committees, working groups, and decision-making forums.
- Prepare executive-level presentations, status reports, dashboards, briefing materials, and governance updates.
- Provide leadership teams with visibility into project performance, risks, issues, financial impacts, resource requirements, and key decisions.
- Ensure project documentation supports governance, procurement, audit, financial, and operational requirements.
- Lead project risk management activities, including identification, assessment, mitigation, monitoring, and escalation.
- Maintain project RAID logs, decision registers, dependency trackers, and issue management processes.
- Evaluate project impacts and provide recommendations to sponsors and senior leadership.
- Ensure corrective actions are implemented and monitored through resolution.
- Coordinate activities across business units, operational teams, technology teams, vendors, and executive sponsors.
- Facilitate workshops, planning sessions, stakeholder consultations, and governance meetings.
- Support change management, business readiness, communication planning, training coordination, and operational transition activities.
- Foster collaboration and alignment among stakeholders to accelerate project delivery and decision-making.
- Monitor project budgets, forecasts, procurement activities, resource allocations, and spending.
- Support business case development, procurement planning, vendor evaluations, and financial reporting activities.
- Ensure project investments are aligned with approved objectives, budgets, and expected outcomes.
- Leads organizational development, strategy development, business planning, and Ministry funding requests.
- Gathers and develops requirements in order to create and maintain a detailed project schedule and/or integrated plan.
- Promotes I&IT project management best practices and adherence to standard methodologies.
- Directs project teams to ensure project deliverables are delivered on time and adhere to government and ministry standards.
- Coordinates and monitors project processes, and develops/communicates guidelines and procedures.
- Sources, selects and on-boards team members in various disciplines, clarify roles and responsibilities and set task/deliverable/performance expectations for resources that are both OPS unionized employees as well as fee for service (FFS) consultants.
- Resolves resourcing and inter-personal conflicts, negotiates changes to resourcing, ensures knowledge is shared among team members such as project objectives and deliverables are met.
- Uses appropriate strategies and actions to overcome resistance to change and capitalize on forces in support of change during all stages of projects.
Qualifications & Requirements
REQUIRED
- Must be able to work onsite occasionally
- Minimum 8–10 years of experience leading complex digital transformation, business transformation, technology modernization, or enterprise project delivery initiatives.
- Demonstrated experience managing multi-disciplinary projects involving technology, operations, vendors, and executive stakeholders.
- Strong knowledge of project management methodologies, governance frameworks, and delivery best practices.
- Experience managing vendor relationships, professional services engagements, and contractual deliverables.
- Experience preparing executive presentations, status reports, briefing notes, governance materials, and business cases.
- Strong understanding of organizational change management, stakeholder engagement, and business readiness planning.
- Experience managing budgets, forecasts, procurement activities, and resource planning.
- Exceptional communication, facilitation, negotiation, and stakeholder management skills.
- Advanced proficiency with Microsoft 365, Teams, SharePoint, Excel, PowerPoint, Project, Figma and collaboration platforms.
- Experience leading organizational development, strategy development, business planning, and Ministry funding requests.
- Experience gathering and developing requirements to create and maintain a detailed project schedule and/or integrated plan.
- Ability to promote I&IT project management best practices and adherence to standard methodologies.
- Extensive experience coordinating and monitoring project processes, and developing/communicating guidelines and procedures.
- Experience sourcing, selecting and on-boarding team members, clarifying roles and responsibilities, and setting task/deliverable/performance expectations.
- Experience resolving resourcing and interpersonal conflicts, negotiating changes to resourcing, and ensuring knowledge sharing.
- Experience proactively identifying potential risk events and issues and developing mitigating strategies.
- Experience articulating and prioritizing issues and risks at senior executive levels and recommending mitigation strategies for decision makers.
- Experience establishing and participating in steering committee and stakeholder forums.
- Experience using strategies and actions to overcome resistance to change and capitalize on forces in support of change during all stages of projects.
- Experience promoting OPS I&IT standards and best practices for project management.
NICE TO HAVE
- Experience within utility, infrastructure, regulated, public-sector, or customer service organizations is considered an asset.
- PMP, Prince2, Agile, Scrum, Lean, Prosci, or equivalent certifications would be considered an asset.
- Knowledge and understanding of Project Management’s Institute’s Project Management Body of Knowledge
- Knowledge and understanding of Information Management principles, concepts, policies and practices
- Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards
- Ability to make recommendations on the acquisition of software, hardware, and technology resources
- Experience managing and coordinating project monitoring, anticipates and troubleshoots issues, provides ongoing expertise, resolves problems and provides project effectiveness
- Ability to identify conflict between project and functional areas and develops responses to successfully address conflict
- Ability to handle client relationships to manage expectations, provides updates as required, identifies potential conflicts between project and functional areas
