Project Overview

The Provincial Health Services Directory (PHSD) is continuing its modernization to improve healthcare interoperability, provider data management, search capabilities, and standards-based integration across the Agency and connected healthcare organizations. The project will expand the platform's FHIR capabilities using Smile CDR and AWS HealthLake to provide scalable, standards-based APIs supporting real-time read and write operations for provider, organization, practitioner, location, and healthcare service information. These capabilities will improve interoperability with provincial digital health assets and provide a modern foundation for healthcare applications consuming provider directory information. The work includes expanding integrations with the Agency Master Data Management services, Provider Registry, and hospital information systems while improving data quality, consistency, governance, and synchronization across provincial systems. Additional work includes enhancing provider search functionality, implementing modern API services, strengthening cloud-native architecture, and improving operational scalability, security, monitoring, and reliability. The project requires development of healthcare interoperability solutions using FHIR R4/R4B, SMART on FHIR, HL7v2, REST APIs, Java Spring Boot, React, PostgreSQL, OpenSearch, AWS cloud services, and modern CI/CD practices. The successful implementation will enable standards-based digital health integration, improved provider data management, enhanced search capabilities, and a scalable platform capable of supporting future the Agency initiatives. The Agency is expanding PHSD to incorporate artificial intelligence capabilities that improve provider discovery, referral quality, and healthcare navigation across provincial digital health applications. The solution will utilize PHSD provider, practitioner, organization, healthcare service, specialty, location, and service metadata together with clinical referral context to provide intelligent recommendations while maintaining traceability to authoritative source data. AI agents will consume PHSD FHIR APIs, Smile CDR, AWS HealthLake, the Agency Master Data Management, and other provincial digital health assets to provide grounded responses rather than generative opinions. The project includes development of reusable AI services, MCP servers, semantic search capabilities, vector-based retrieval, prompt orchestration, evaluation frameworks, and secure integration with SMART on FHIR applications and provincial healthcare systems. The implementation will emphasize explainability, auditability, privacy, security, and clinical confidence while supporting future AI-enabled healthcare workflows across the Agency.
