Project Overview

The Agency’s ONEID service is a secure identity solution for accessing patient health information, based on Oracle IAM suite and Microsoft Active Directory, requiring migration to AWS and upgrade of Oracle Enterprise Manager from 13C to 24ai with configuration for monitoring authentication and authorization performance.

Key Responsibilities

Upgrade Oracle Enterprise Manager (OEM) from 13C to 24ai
Configure OEM to monitor authentication and authorization performance of 12C Oracle Access Manager, 12C Oracle Universal Directory, and 12C Oracle Identity Governance
Enable OEM to generate performance alerts
Create all design and implementation documents for the upgrade and configuration
Collaborate with database, networking, and infrastructure teams
Provide weekly status updates to project leadership
Document final design, installation, configuration, and integration procedures for high availability

Qualifications & Requirements

REQUIRED

Must be able to work 5 days onsite per week
Minimum 5 years experience as a solution engineer on Oracle Enterprise Manager (OEM), who has successfully modeled and implemented end-to-end solutions and infrastructure
Minimum 3 years 13C OEM development in monitoring performance and generating corresponding alerts
Minimum 3 years integration experience in Oracle databases.
Minimum 5 years in setting up active-active multi-data center configuration and set-up.
Must know TLS/SSL and Public key Infrastructure (PKI) on Single Sign-On (SSO).
Experience translating conceptual to logical to physical application architecture in alignment with business and architecture.
Able to articulate technical issues and provide options to resolve them clearly and concisely.
Able to produce clear and concise documentation including design/architecture documents, deployment and integration guides, and physical application design documents.

NICE TO HAVE

Experience with Oracle and Identity and Access Management Suite Plus and Microsoft Active Directory Suite
Knowledge of general IAM best practises
Experience triaging, analyzing, diagnosing (trouble-shooting), evaluating options, and resolving application problems, especially those related to identity and access management systems
Knowledge of IT security technologies particularly encryption and authentication technologies such as PKI and TLS/SSL
Excellent organizational skills, verbal and written communication skills, team working skills
Experience with monitoring tools e.g. Oracle Enterprise Manager , IBM Tivoli
Experience in working with Agile development and CI/CD pipelines
Knowledge of JIRA and Confluence
Public Sector Experience

EVALUATION CRITERIA

Minimum 5 years experience as a solution engineer on Oracle Enterprise Manager - 25 points
Minimum 5 years solution development in OEM performance monitoring of Oracle systems - 25 points
Experience with Oracle Identity Suite - 20 points
Experience with multi-data centre design and implementation - 20 points
Development experience in high-availability architecture - 10 points
